AUTHORIZING OPEN MARKET PURCHASE OF A
MODULAR AMBULANCE FOR THE FIRE DEPARTMENT
WHEREAS, the Alameda Fire Department has provided a Basic
Life Support Emergency Ambulance Transport Program since August 25,
1984; and
WHEREAS, the ability to respond to emergency medical
calls on a reliable basis is seriously at risk due to the age and
high mileage of the 1979 Type II ambulance that is being proposed
for replacement; and
WHEREAS, the best vehicle for augmenting the Basic Life
Support Emergency Ambulance Transport Program is a new 1992 Ford E-
350, Type III, modular ambulance; and
WHEREAS, numerous vendors were contacted but were not
able to meet City specifications; and
WHEREAS, four vendors responded to a request for a price
quote and Arata Equipment Company of Burlingame quoted the lowest
price for said vehicle.
WHEREAS, Arata Equipment Company of Burlingame has
provided superior equipment and excellent service to the Fire
Department in the past; and
WHEREAS, Section 3-15 of the City Charter provides that
the City Council, by four affirmative votes, can authorize an open
market purchase it it determines that the materials or supplies can
be purchased at a lower price in the open market;
NOW, THEREFORE, BE IT RESOLVED that the City Council of
the City of Alameda has determined that the equipment can be
purchased at a lower price in the open market;
BE IT FURTHER RESOLVED by the Council of the City of
Alameda, by 4/5 vote, the City Purchasing Agent is hereby
authorized to purchase one 1992 Ford E-350, Type III modular
ambulance offered by Arata Equipment Company, at the all inclusive
cost of $63.650.00 in the open market without formal bidding
procedures.
I, the undersigned, hereby certify that the foregoing Resolution
was duly and regularly adopted and passed by the Council of the
City of Alameda in regular meeting assembled on the 3rd day of
March , 1992, by the following vote to wit:
AYES: Councilmembers Arnerich, Lucas, Roth and
President Withrow - 4.
NOES: None.
ABSENT: Councilmember Camicia - 1.
ABSTENTIONS: None.
