APPROVING THE CITY'S PARTICIPATION IN THE ALAMEDA COUNTY
HOME CONSORTIUM FOR PURPOSES OF SECURING FEDERAL HOME
FUNDS, DEVELOPING THE COMPREHENSIVE HOUSING AFFORDABILITY
STRATEGY (CHAS) AND AUTHORIZING THE CITY MANAGER TO
EXECUTE THE COOPERATION AGREEMENT FOR PARTICIPATION IN
THE HOME CONSORTIUM FOR A PERIOD OF THREE YEARS
WHEREAS, the Congress of the United States has enacted the
Cranston Gonzalez National Affordable Housing Act of 1990 and
Federal regulations have been adopted pursuant thereto, hereinafter
called the "ACT"; and
WHEREAS, Title II of the Act creates the Home Investment in
Affordable Housing Program, hereinafter called "HOME", that
provides funds to states and local governments for acquisition,
rehabilitation, new construction of affordable housing and tenant-
based rental assistance; and
WHEREAS, the Act requires local governments to formulate a -4
Comprehensive Housing Affordability Strategy, hereinafter called
"CHAS", as part of the eligibility requirements for HOME funds; and ----CD

WHEREAS, funds from Title II are distributed to metropolitan 0
cities, urban counties, States, and consortia of local governments;
WHEREAS, the ACT allows local governments to form consortia
for the purpose of receiving and administering HOME funds and
carrying out purposes of the Act;
WHEREAS, the Act requires that a local government member of an
urban county may participate in a consortium only through the urban
county, and the County of Alameda is the lead agency of the Alameda
County Urban County; and
WHEREAS, the Act requires that a consortium shall have one
member unit of general local government authorized to act in a
representative capacity for all members for purposes of the Act and
to assume overall responsibility for the Act, including
requirements concerning the Comprehensive Housing Affordability
Strategy, and that the County of Alameda shall act in that
capacity; and
WHEREAS, the Act requires that the minimum term of a
consortium cooperative agreement be three years;
NOW, THEREFORE, BE IT RESOLVED THAT:
1. The City of Alameda has agreed to join the Alameda County
HOME Consortium.
2. The City Manager is hereby directed to execute on behalf
of the City of Alameda the Home Consortium Cooperative Agreement
for a period of three years, and to take all other necessary
actions to carry out the City's participation in the Alameda County
HOME Consortium.
I, the undersigned, hereby certify that the foregoing Resolution
was duly and regularly adopted and passed by the Council of the
City of Alameda in regular meeting assembled on the '18th day of
May , 1993, by the following vote to wit:
AYES: Councilmembers Appezzato, Arnerich, Lucas, Roth
and President Withrow 5.
NOES: None.
ABSENT: None.
ABSTENTIONS: None.
