BE IT RESOLVED, by the Council of the City of Alameda
that pursuant to the provisions of Section 2-12.2 of the Alameda
Municipal Code, and upon nomination of the Mayor, ARTHUR A.
KURRASCH is hereby appointed to the office of Member of the Housing
Commission of the City of Alameda, to fill the unexpired term of
Bonny Lee Moore, for a term commencing on May 18, 1993 and expiring
on June 30, 1994 and to serve until his successor is appointed and
is qualified.

AMENDING RESOLUTION NO. 12386
AUTHORIZING WITHDRAWAL OF SUBSCRIPTION
FERRY FEEDER BUS SERVICE APPLICATION FROM
AB 434 PROGRAM (60% FUNDS)
WHEREAS, pursuant to the rules and regulations that have
been adopted by the Bay Area Air Quality Management District
(BAAQMD) in accordance with the provisions of Assembly Bill (AB)
434 (Sher), an eligible claimant wishing to receive allocation from
LL AB434 "60% funds" shall file its applications with the BAAQMD; and

WHEREAS, the City of Alameda, as a public agency

ai responsible for implementing projects or programs which achieve
emission reductions by effectively developing and implementing
specific transportation control measures, is eligible to submit
projects or programs for AB434 "60% funds" which are directly
administered by BAAQMD; and
WHEREAS, two projects that are eligible for said funds,
1) Subscription Ferry Feeder Bus Service with the estimated project
cost being $133,300, and 2) Interactive Commuter Transportation
Information System and Trip Planning Service, were submitted in
accordance with Resolution 12386; and
WHEREAS, AC Transit has submitted a similar project for
ferry feeder bus service;
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY
OF ALAMEDA that said Council hereby authorizes the City Manager to
withdraw the City's application for Subscription Ferry Feeder Bus
Service authorized pursuant to City of Alameda Resolution No.
12386.
BE IT FURTHER RESOLVED that City of Alameda Resolution
No. 12386 shall otherwise remain in full force and effect.

CITY OF ALAMEDA RESOLUTION NO.
AUTHORIZING "STORM WATER UTILITY FEE" REVENUES, RESERVED
FOR STORM DRAIN CAPITAL IMPROVEMENTS, TO BE USED FOR
FINANCING THE ALAMEDA COUNTY URBAN RUNOFF CLEAN WATER
PROGRAM
WHEREAS, on April 16, 1991, the City Council of the City
of Alameda authorized execution of an agreement between the City of
Alameda, the County of Alameda, Alameda County Flood Control and
Water Conservation District and thirteen East Bay cities to
implement the Alameda County Urban Runoff Clean Water Program
(ACURCWP), and
WHEREAS, the ACURCWP is the culmination of a three-year
"Nonpoint Source Control Evaluation Program" to comply with Clean
Water Act requirements; and
WHEREAS, on October 16, 1991, the California Regional
Water Quality Control Board, San Francisco Bay Region, issued a
National Pollutant Discharge Elimination System (NPDES) permit to
u) Uta the ACURCWP participants for storm water discharge; and

WHEREAS, a condition of this permit is to implement a
"Storm Water Management Plan"; and

WHEREAS, on May 5, 1992, the City Council of the City of
Alameda approved Resolution No. 12242, adopting Storm Water Utility
fees, with sixty (60) percent of the revenues from this fee to be
used to finance ACURCWP, and forty (40) percent to be reserved for
storm drainage capital improvement projects.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City
of Alameda that said Council hereby amends Resolution No. 12242 to
authorize the Storm Water Utility Fee revenues, reserved for storm
drain capital improvements, to be used for financing the Alameda
Urban Runoff Clean Water Program.
BE IT FURTHER RESOLVED that the City Clerk is hereby
directed to forward a certified copy of this resolution to the
Alameda County Board of Supervisors and the Alameda County Flood
Control and the Water Conservation District.
