Resolution 12467CITY OF ALAMEDA RESOLUTION NO. 12467 ADOPTING THE CITY OF ALAMEDA NON-DISPOSAL FACILITY ELEMENT (LISTING OF RECYCLING FACILITIES THAT MIGHT BE USED BY THE CITY TO MEET THE DIVERSION GOALS OF THE INTEGRATED WASTE MANAGEMENT ACT OF 1989) WHEREAS, Public Resources Code, Chapter 4.5, Sections 41730 et seq. requires the City of Alameda to prepare a Non- Disposal Facility Element (NDFE); and WHEREAS, that prior to adopting the NDFE it was submitted to, and approved by, the Local Task Force of the Alameda County Waste Management Authority; and WHEREAS, that pursuant to the provisions of Public Resources Code, Section 41735, environmental review is not required for the NDFE; NOW, THEREFORE, BE IT RESOLV7D by the Council of the City of Alameda that: Section 1. That Exhibit A, which is attached to this Resolution and incorporated herein, is hereby adopted as the Non- Disposal Facility Element for the City of Alameda. Section 2. That a certified copy of this Resolution is hereby ordered to be transmitted to the Alameda County Waste Management Authority for inclusion in the Alameda County Integrated Waste Management Plan. Section- 3. That the Non-Disposal Facility Element is hereby ordered to be appended to the City of Alameda Source Reduction and Recycling Element at such time as it is included in the countywide integrated waste management plan, prepared pursuant to Public Code Section 41750. Exhibit A CITY OF ALAMEDA NON - DISPOSAL FACILITY ELEMENT (NDFE) November 3, 1993 Objectives The purpose of this element is to identify and describe existing non - disposal facilities (NDFs) being used by the City of Alameda in reaching the waste reduction goals identified in the City's Source Reduction and Recycling Element (SRRE), adopted April 7, 1992. NDFs include transfer stations, composting facilities, and intermediate processing centers or material recovery facilities which receive unsorted, potentially recyclable or reusable waste. Recycling facilities and buyback centers which receive sorted materials, and other facilities that do not require County Solid Waste Facility permits, do not normally fall into the category of NDFs. The City of Alameda currently utilizes only one NDF, which is located outside this jurisdiction and is described in Section I below. No new NDF can be considered for development in the City of Alameda until it has been identified' and described in this NDFE document. Each proposed facility must also comply with appropriate project - specific California Environmental Quality Act (CEQA) review, with Alameda's land use permitting process, and the permit processes of other federal, state, regional and county agencies. In addition, the Alameda County Waste Management Authority must make a Determination of Conformance as to whether proposed new NDFs conform to the countywide element of the Countywide Integrated Waste Management Plan. (CoIWMP). The following section provides information on the non- disposal facility presently used by the City. This includes a facility description (type), location and information about materials handled. SECTION I. The following non-disposal facilities, located outside the City of Alameda, are used to implement the City's waste reduction programs. Both of these have and require a Solid Waste Facility Permit: A. TYPE OF MATERIALS ACCEPTED FOR RECYCLING The following are accepted under programs sponsored by or contracted for by the City of Alameda: Newspaper (#6 ONP) Computer printout (CPO) Corrugated cardboard (OCC) Aluminum cans (UBC and other) Tinned steel cans Glass bottles and jars, comingled colors Narrow-neck plastic bottles, #1 PET and #2 HDPE Used motor oil Mixed office paper Old telephone directories Large appliances B. FACILITY TYPE, NAME & ADDRESS Materials recovery facility and buyback center: 77th Avenue MRF/ Bay City Recycling Services a service division of Waste Management of Alameda County 800 77th Avenue Oakland, California 94621 B. 1. TYPE OF MATERIALS ACCEPTED FOR RECYCLING The following are accepted under programs sponsored by or contracted for by the City of Alameda: Newspaper (#6 ONP) Computer printout (CPO) Corrugated cardboard (OCC) Aluminum cans (UBC and other) Tinned steel cans Glass bottles and jars, comingled colors Narrow-neck plastic bottles, #1 PET and #2 HDPE Used motor oil Mixed office paper Old telephone directories Large appliances FUTURE FACILITIES FOR RECYCLING Future facilities which will deal with compost materials and increased commercial recycling are under consideration, but have not been identified at this time.
