SUPPORTING SCHOOL TO WORK TRANSITIONAL PROGRAMS
WHEREAS, there are major changes in the global economics,
work/career Opportunities, and new directions in the work force
that are affecting the economic competitiveness of Alameda County;
and
WHEREAS, the economic competitiveness and health of
Alameda County, the State, and the Nation depend on the
collaboration between schools, business, labor, governments, and
other public agencies; and
WHEREAS, all jobs/careers will require technology,
competencies, workplace ethics, and continued learning; and
WHEREAS, all workers, regardless of sex, age, and/or
ethnicity, will need workplace competencies to become economically
self-sustaining; and
WHEREAS, two-thirds of the entry-level employees come to
the work force without a four-year college degree; and
WHEREAS, students will need additional education beyond
high school after entering the work force; and
WHEREAS, there needs to be a focus that is county-wide
and includes a broad-based coalition of interests to maximize
County resources to provide the necessary work force.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the
City of Alameda that the City of Alameda will make a long-term
commitment to the economic competitiveness and health of Alameda
County by supporting this resolution. This action should include:
• Establishing policies and procedures that support
development of the County work force across city and
public agency boundaries;
• Providing release time for elected officials and
professional staff of city, county, state, and federal
agencies to work with schools and the business community
on the issues of education;
• Advocating for stable funding of educational
institutions;
• Providing workplace experience for students and education
staff;

• Providing financial and equipment resources to
educational institutions;
• collaborating to make efficient use of scarce resources
among public agencies;
• Recognizing student accomplishments;
• Supporting federal/state opportunities that will improve
funding in the County;
• Designating representatives to participate in.county and
city forums to implement these actions.

I, the undersigned, hereby certify that the foregoing Resolution
was duly and regularly adopted and passed by the Council of the
City of Alameda in regular meeting assembled on the 21st day of
December , 1993, by the following vote to wit:
AYES: Councilmembers Appezzato, Arnerich, Lucas,
Roth and President Withrow - 5.
NOES: None.
ABSENT: None.
ABSTENTIONS: None.
