ADOPTING NEGATIVE DECLARATION, IS -93 -3,
FOR THE REZONING R -93 -2, FOR THE PARCEL
LOCATED AT 2313 SAN ANTONIO AVENUE.
WHEREAS, City of Alameda is the lead agency in the preparation
of an Initial Study, IS -93 -3, to determine the potential
environmental effects that would be associated with the proposed
change in the zoning classification on the parcel located at 2313
San Antonio Avenue within a C -2 (Central Business District); and
WHEREAS, the application was accepted as complete on June 23,
1993; and
WHEREAS, the subject property is designated Medium Density
Residential on the General Plan Diagram; and
WHEREAS, the subject property is located in an C -2 (Central
Business District) is proposed to be changed to R -5 (General
Residential); and
WHEREAS, a proposed Negative Declaration was prepared and
circulated for public comment between December 3, 1993 and January
4, 1994; and
WHEREAS, no written comments were received; and
WHEREAS, no potential for significant adverse impacts was
identified in Initial Study 93 -3; and
WHEREAS, the Planning Board held a public hearing on this
Negative Declaration on January 10, 1994 and recommended its
approval to the City Council;
WHEREAS, the City Council held a public hearing on this
application on February 15, 1994, and has examined pertinent maps,
drawings, and documents; and
WHEREAS, the Council has made the following findings:
1. The project does not have the potential to substantially
degrade the quality of the environment, substantially
reduce the habitat of a fish or wildlife species, cause
a fish and wildlife population to drop below self -
sustaining levels, threaten to eliminate a plant or
animal community, reduce the number or restrict the range
of a rare or endangered plant or animal, or eliminate
important examples of the major periods of California
history or prehistory.
2. The project does not have the potential to achieve short
term, to the disadvantage of long term, environmental
goals because the rezoning will not change the existing
land uses.
3. The project does not have possible environmental effects
which are individually limited but cumulatively
considerable, because the only change from the rezoning
is to provide consistency between the zoning
classification and the General Plan designation.
4. The project does not have environmental effects which
will cause substantial adverse effects on human beings,
either directly or indirectly. The proposed land change
will not effect the existing land uses in the area.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of
Alameda that said Council adopts Negative Declaration, IS-93-3, for
the Rezoning, R-93-2, for the parcel located at 2313 San Antonio
Avenue.
I, the undersigned, hereby certify that the foregoing Resolution
was duly and regularly adopted and passed by the Council of the
City of Alameda in regular meeting assembled on the 1st day of
March , 1994, by the following vote to wit:
AYES: Councilmembers Appezzato, Lucas, Roth and
President Withrow - 4.
NOES: None.
ABSENT: Councilman Arnerich - 1. (Absent from the dais)
ABSTENTIONS: None.
