SUPPORTING AB 3178 (McPHERSON) PRESERVATION OF AIR
EMISSION REDUCTION CREDITS FOR CLOSING MILITARY BASES AND
AB 3769 (WEGGELAND) CLOSING MILITARY BASE REDEVELOPMENT
WHEREAS, the Alameda Naval Air Station and Depot have been
selected for closure under the 1993 base closure process; and
WHEREAS, the Alameda Naval Air Station and Depot are located
primarily within the City limits of the City of Alameda; and
WHEREAS, the closure of Alameda Naval Air Station and Depot
will have an impact on the surrounding communities; and
WHEREAS, the Governor's Military Base Reuse Task Force
reported that many obstacles hinder successful base reuse; and
WHEREAS, the Governor's Military Base Reuse Task Force
identified the need for legislation to cure obstacles to reuse; and
WHEREAS, both AB 3178 (McPherson) and AB 3769 (Weggeland) are
part of the implementation of the Governor's Military Base Reuse
Task Force's Final Report; and
WHEREAS, AB 3178 (McPherson) provides for quantification of
air emissions credits for closing bases which credits are essential
to the successful implementation of a reuse plan; and
WHEREAS, AB 3769 (Weggeland) changes California Community
Redevelopment Law for closing military bases to allow for a
presumption of blight, to revise the tax sharing formula, to allow
deferral of low- and moderate-income housing set-asides to make
funds available for infrastructure, to allow redevelopment revenues
to be used for operational and maintenance activities and to allow
redevelopment agencies to become economic development units. All
of these changes which will enhance the economic benefits of and
facilitate the formation of a redevelopment district for a closing
base; and
WHEREAS, AB 3178 (McPherson) and AB 3769 (Weggeland) will aid
the City in the successful reuse of Alameda Naval Air Station and
Depot; and
WHEREAS, AB 3178 (McPherson) is set to be heard by the
Assembly Committee on Natural Resources on April 18, 1994 and AB
3769 (Weggeland) is set to be heard by the Assembly Committee on
Housing and Community Development on April 20, 1994;

NOW, THEREFORE, BE IT RESOLVED THAT the City of Alameda hereby
endorses and supports the passage of AB 3178 (McPherson) and AB
3769 (Weggeland) by the Legislature.
BE IT FURTHER RESOLVED that the City Clerk is hereby directed
to forward a certified copy of this resolution to the Chair and
committee members hearing the bills and to the Governor, the
President pro tempore of the Senate, the Speaker of the Assembly,
Assemblymen McPherson and Weggeland, Senator Nicholas Petris and
Assemblywoman Barbara Lee.
I, the undersigned, hereby certify that the foregoing Resolution
was duly and regularly adopted and passed by the Council of the
City of Alameda in regular meeting assembled on the 19 day of
April , 1994, by the following vote to wit:
