APPROVING GENERAL PLAN TEXT AND MAP AMENDMENT, GPA
91 -332, IN THE AREA BOUNDED BY THE MOUTH OF THE ESTUARY
ON THE WEST, CITY LIMITS ON THE NORTH, MILLER - SWEENEY
BRIDGE ON THE EAST, AND PIER AND BULKHEAD LINE ON THE
SOUTH.
WHEREAS, pursuant to the California Environmental Quality Act,
a Negative Declaration, IS -91 -332, has been recommended for
adoption by the Planning Board and is adequate in addressing the
environmental impacts for the proposed General Plan text and map
amendment; and
WHEREAS, parcels along the waterfront are within the
boundaries of the Business and Waterfront Improvement Project; and
WHEREAS, the Planning Board held a public hearing on this
application on March 14, 1994 and examined pertinent maps,
drawings, and documents and recommended adoption to the City
Council; and
WHEREAS, the City Council held a public hearing on this
application on May 3, 1994 and examined pertinent maps, drawings,
and documents; and
WHEREAS, the City Council has made the following findings:
1. The proposed General Plan text and map amendment is
consistent with the rest of the General Plan.
2 The proposed General Plan text and map amendment will
have no significant adverse effects on the environment.
3. The proposed General Plan text and map amendment will
have no significant adverse effects on the general
welfare of the community.
4. The proposed General Plan text and map amendment is
necessary to enable the appropriate development and
maintenance of property in the City.
5. The proposed General Plan text and map amendment is in
the public interest.
6. The proposed General Plan text and map amendment would be
consistent with the use designation specified by the
Redevelopment Land Use Map, Attachment 3 to the Community
Improvement Plan (CIP) for the Business and Waterfront
Improvement Project.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of
Alameda that the City Council adopts General Plan Amendment, GPA
91-332, revising the Glossary of the General Plan by adding a
definition of "Channel Line" and revising the definitions of
"Bulkhead Line" and "Pierhead Line," and revising the General Plan
Diagram by adding the Channel Line and adding a designation of Open
Space/Habitat to the Estuary area, as proposed in Exhibit "A".

The Alameda General Plan is hereby amended as follows:
Glossary, pages 140 through 156:
Add the following definition: "Channel Line: A line defining an
offshore navigation route, beyond which no structures are
permitted."
Revise existing definitions as follows:
"Bulkhead Line: A line defining the historic extension of
structures along a navigable waterway, offshore from which no fill
or structure is permitted without approval of the City."
"Pierhead Line: A line defining the historic extension of
structures along a navigable waterway, offshore from which no fill
or structure is permitted without approval of the City."

Add the southern Channel Line to the General Plan Diagram as that
line is shown on the series of aerial photographs labeled "Oakland
Harbor Condition Survey, 3, 4, 6, 9, 10 March 1992," prepared by
the U.S. Army Engineer District, Corps of Engineers, San Francisco.
Add the use designation "Open Space/Habitat" to that area bounded
by: Alameda City limits on the west and north, the Miller-Sweeney
Bridge on the east, and the Pier and Bulkhead Line on the south.

was duly and regularly adopted and passed by the Council of the
City of Alameda in regular meeting assembled on the 3rd day of
