Resolution 12573CITY OF ALAMEDA RESOLUTION NO. 12573 URGING THE CALIFORNIA PUBLIC UTILITIES COMMISSION TO ORDER THE PACIFIC GAS AND ELECTRIC COMPANY TO DEVELOP NEW PROCEDURES AND SYSTEMS IMPROVEMENTS FOR GAS FACILITIES IN THE CITY OF ALAMEDA WHEREAS, conditions of extreme peril to the safety of persons and property arose within the City of Alameda, commencing at or about 10:45 p.m. on the 13th day of April, 1994 caused by a natural gas system regulator failure at Webster Street and Eagle Avenue; and WHEREAS, the resulting overpressurization caused gas to surge into the system causing many pilot lights to burn with greater intensity and :--aused approximately twenty fires, including ten of significant magnitude; and WHEREAS, shortly after the Alameda gas incident occurred, the California Public Utilities Commission ordered their Utilities Safety Branch ("USB") to investigate the incident and report back on their findings; and WHEREAS, rr June 22, 1994, the USB of the California Public Utilities. Commission produced a twenty -seven (27) page investigative repert titled "Investigation of the Alameda Gas Incident' that outlines Pacific Gas and Electric's ( "PG &E's ") actions, before, durincl and immediately after the event; and WHEREAS, the report was very critical of PG &E's policies and procedures; and WHEREAS, the USB recommended that the Commission order PG &E to submit a written plan within six months that would address new procedures and "improvements necessary to prevent failures of low pressure gas systems "; and WHEREAS, the City Council of the City of Alameda agrees with the USB recommendations for system improvements and believes such improvements are critical to the future safety of Alameda residents. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Alameda that said City Council strongly urges the California Public Utilities Commission take the recommendation of the USB and order PG &E to develop and proceed with a plan for both new procedures and system improvements for the future safety of Alameda residents. BE IT FURTHER RESOLVED that the City Clerk is hereby directed to forward a certified copy of this resolution to the Honorable Daniel W. Fessler, President, California Public Utilities Commission.
