( , Diane Felsch, City Clerk City of Alameda IL CITY OF ALAMEDA RESOLUTION NO. 12590 ACCEPTING THE ALAMEDA COUNTYWIDE TRANSPORTATION PLAN AS A CITY OF ALAMEDA POLICY DOCUMENT WHEREAS, a Joint Powers Agreement, which became effective in May 1991, entered into by Alameda County and the fourteen cities within Alameda County, formed the Alameda County Congestion Management Agency and gave the agency the responsibility to develop, adopt, and update the Alameda Countywide Transportation Plan; and WHEREAS, Section 66531, as amended, of the California Government Code authorizes each county together with the cities and transit operators within the County to develop a countywide transportation plan, which shall include recommended transportation improvements for the succeeding 10 and 20-year periods; and. WHEREAS, the Alameda County Congestion Management Agency prepared the Alameda County Long Range Transportation Plan in i>= cooperation with representatives from the fourteen cities, Alameda p-1 County, BART, AC Transit and other transit operators and public Fi- entities; and WHEREAS, there were opportunities throughout the development of the plan for public input, the Draft Plan was circulated for written comments period from April 8, 1994 to May 5, 1994 and 5-:2- during oral testimony on April 28, 1994 and May 12, 1994; and ,t1 -Ji WHEREAS, the Alameda Countywide Transportation Plan meets the --nn: requirements of Section 66531 of the California Government Code, and the Alameda County Congestion Management Agency adopted the Alameda Countywide Transportation Plan on May 12, 1994; and WHEREAS, the Alameda Countywide Transportation Plan sets forth transportation goals, policies and implementation measures which address the needs of all Alameda County residents; and WHEREAS, the Alameda Countywide Transportation. Plan set forth policies and investments that apply to, or are located within the City of Alameda or are of countywide or regional significance; and WHEREAS, the Alameda Countywide Transportation Plan will serve as the basis for future transportation funding decisions by the Congestion Management Agency; and WHEREAS, it is recognized that in order to maintain or improve the existing transportation system, a cooperative effort from all Alameda County jurisdictions is required; and WHEREAS, the goals, policies and implementation measures identified in the Plan can be used as a mechanism for addressing cumulative impacts on the transportation system; and WHEREAS, the City Council hereby finds the Alameda Countywide Transportation Plan consistent with the Alameda General Plan; and WHEREAS, the adoption of the Alameda Countywide Transportation Plan as a City of Alameda policy document is statutorily exempt pursuant to Section 15262, "Feasibility and Planning Studies," of the California Environmental Quality Act Guidelines. NOW, THEREFORE, BE IT RESOLVED that the City of Alameda adopts the Alameda Countywide Transportation Plan, entitled Transportation Vision 2010 and. Beyond, as a City policy document as it applies to the City of Alameda for use in future transportation improvement decisions and in future land use decisions including mitigation measures for purposes of complying with CEQA and NEPA; and BE IT FURTHER RESOLVED that the City of Alameda acknowledges that this Alameda Countywide Transportation Plan will serve as the basis for future funding decisions by the Alameda County Congestion Management Agency. Felsch, City Clerk City of Alameda LL o CITY OF ALAMEDA RESOLUTION NO. 12591 SUPPORTING THE TRANSPORTATION ADVISORY COMMITTEE'S (TAC) RECOMMENDATION REGARDING DIAGONAL PARKING ON THE SOUTH SIDE OF CENTRAL AVENUE BETWEEN WILLOW STREET AND OAK STREET, EXTENDING THE PREFERENTIAL PARKING PERMIT PROGRAM AND AMENDING THE PREFERENTIAL PARKING PERMIT ZONE MAP WHEREAS, diagonal parking was installed on Central Avenue as a temporary measure to offset parking disruption during the construction of the Alameda Unified School District (AUSD) gymnasium and adult school relocation; and WHEREAS, AUSD has requested that it be permanently retained; and WHEREAS, the completed AUSD project has resulted in an AUSD parking deficit of 140 spaces; and ) WHEREAS, diagonal parking has helped to offset the AUSD parking deficit by increasing on-street parking from 36 parallel to 59 diagonal stalls; and WHEREAS, the existing diagonal parking is an integral part ,.4 of the school district's Transportation Systems Management Program; and WHEREAS, AUSD has not met the Average Vehicle Ridership goals required by the City's TSM ordinance; and WHEREAS, the relocated adult school classes warrant a three- hour time limit. NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Alameda hereby supports the TAC's recommendations regarding diagonal parking on the south side of Central Avenue between Willow Screet and Oak Street as follows: (1) Diagonal parking be made permanent, but that the accident history be periodically monitored and if a safety concern arises the matter be returned to the TAC for action; (2) A three-hour signed time limit, from 7:00 a.m. to 6:00 p.m. be installed; (3) Require AUSD's TSM Program to issue free permits to adult school students and staff who carpool; and (4) Amend the Preferential Permit Parking Zone map to include the area bounded by Central Avenue to the north, Willow Street to the west, Oak Street the east, and Alameda Avenue to the south and extend the trial period for Preferential Permit Parking until December 31, 1995 and authorize AUSD to implement and administer a Residential Parking Permit Program adjacent to Alameda Historical High School for a one year trial period. A maximum of 10 permits shall be sold for a fee of $20/month. DRIVE WHEREAS, the City Council has determined that all streets in Alameda should be chosen from the Official List for Naming Facilities and Streets; and WHEREAS, the name of Officer Robert Davey, Jr. appears on the Official List for Naming Facilities and Streets because he was an Alameda police officer who was killed in the line of duty on March 3, 1983; and WHEREAS, the City Council of the City of Alameda has considered the street name change of Bridgeway Road to Robert Davey Jr. Drive; and WHEREAS, none of the lots along Bridgeway Road are developed with residences and, thus, a renaming would not cause any inconvenience to property owners, such as changing addresses on stationary, office documents, etc.; and WHEREAS, said City Council considered the proposed name change at a public meeting and examined pertinent maps and documents; and WHEREAS, the City Council has found that the renaming of Bridgweway Road to Robert Davey Jr. Drive is an appropriate way of memorializing the sacrifice made by Officer Robert Davey, Jr. by giving his life to protect the lives of the people of Alameda. Diane Felsch, City Clerk City of Alameda CITY OF ALAMEDA RESOLUTION NO. 12598 COMMENDING THE UNITED PILIPINOS OF ALAMEDA FOR SERVICES TO THE COMMUNITY THROUGH THE OPERATION OF AN EMERGENCY SHELTER FOR WOMEN AND CHILDREN WHEREAS, from April, 1983 to June, 1994, the United Pilipinos of Alameda operated an Emergency Shelter for Battered and Homeless Women and their children; and WHEREAS, the United Pilipinos of Alameda sought and received State, County, City and community funding to operate the Shelter, thereby providing a safe haven from domestic violence and the hardships of homelessness; and WHEREAS, the United Pilipinos of Alameda enlisted the involvement of many community members as volunteers and financial t supporters of the Shelter program; and WHEREAS, the United Pilipinos of Alameda have worked with S? C3 - ,- other homeless service providers to improve and expand services to Alameda's homeless, including participation in the Alameda Homeless Task Force and the Comprehensive Homeless Intervention and Prevention Program; and WHEREAS, the City of Alameda Social Service Human Relations Board recognizes the significant and long-lasting impacts that the United Pilipinos of Alameda's programs have had on the lives of battered and homeless women and their children and -5 recommends they be commended for their contributions; and WHEREAS, the City of Alameda and the United Pilipinos of Alameda have enjoyed a long and constructive relationship helping battered and homeless women and children. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Alameda hereby commends and extends its grateful appreciation to the United Pilipinos of Alameda, its founders, members, Board of Directors, staff, volunteers and supporters, for their years of service to the community through the Emergency Shelter for Women and Children. WILLIAM WITHROW, JR.'S accomplishments deserve recognition and commendation, among these are his role in establishing the Alameda Reuse and Redevelopment Authority Joint Exercise of Powers Agreement and the Base Reuse Advisory Group; and WHEREAS, E. WILLIAM WITHROW, JR. has encouraged and supported community programs and patriotic affairs. NOW, THEREFORE, BE IT RESOLVED that the Council of the City of Alameda does hereby express its sincere appreciation for his contributions of time, effort and experience for the benefit of the City of Alameda. BE IT FURTHER RESOLVED that the Council of the City of Alameda, acknowledging his energy and resourcefulness, does hereby congratulate E. WILLIAM WITHROW, JR. on his years and service to the community and extends its deepest gratitude for his many labors on behalf of the City of Alameda.
