Resolution 12591LL o CITY OF ALAMEDA RESOLUTION NO. 12591 SUPPORTING THE TRANSPORTATION ADVISORY COMMITTEE'S (TAC) RECOMMENDATION REGARDING DIAGONAL PARKING ON THE SOUTH SIDE OF CENTRAL AVENUE BETWEEN WILLOW STREET AND OAK STREET, EXTENDING THE PREFERENTIAL PARKING PERMIT PROGRAM AND AMENDING THE PREFERENTIAL PARKING PERMIT ZONE MAP WHEREAS, diagonal parking was installed on Central Avenue as a temporary measure to offset parking disruption during the construction of the Alameda Unified School District (AUSD) gymnasium and adult school relocation; and WHEREAS, AUSD has requested that it be permanently retained; and WHEREAS, the completed AUSD project has resulted in an AUSD parking deficit of 140 spaces; and ) WHEREAS, diagonal parking has helped to offset the AUSD parking deficit by increasing on-street parking from 36 parallel to 59 diagonal stalls; and WHEREAS, the existing diagonal parking is an integral part ,.4 of the school district's Transportation Systems Management Program; and WHEREAS, AUSD has not met the Average Vehicle Ridership goals required by the City's TSM ordinance; and WHEREAS, the relocated adult school classes warrant a three- hour time limit. NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Alameda hereby supports the TAC's recommendations regarding diagonal parking on the south side of Central Avenue between Willow Screet and Oak Street as follows: (1) Diagonal parking be made permanent, but that the accident history be periodically monitored and if a safety concern arises the matter be returned to the TAC for action; (2) A three-hour signed time limit, from 7:00 a.m. to 6:00 p.m. be installed; (3) Require AUSD's TSM Program to issue free permits to adult school students and staff who carpool; and (4) Amend the Preferential Permit Parking Zone map to include the area bounded by Central Avenue to the north, Willow Street to the west, Oak Street the east, and Alameda Avenue to the south and extend the trial period for Preferential Permit Parking until December 31, 1995 and authorize AUSD to implement and administer a Residential Parking Permit Program adjacent to Alameda Historical High School for a one year trial period. A maximum of 10 permits shall be sold for a fee of $20/month.
