AUTHORIZING THE CITY MANAGER TO SUBMIT A GRANT APPLICATION TO
THE U.S. DEPARTMENT OF COMMERCE, ECONOMIC DEVELOPMENT
ADMINISTRATION (EDA) AND COMMIT MATCHING FUNDS AND AUTHORIZE
THE CITY MANAGER TO PREPARE AN AGREEMENT WITH THE ALAMEDA
CHAMBER OF COMMERCE
WHEREAS, on February 7, 1995, the City Council of the City of
Alameda was duly convened and notice was properly given; and
WHEREAS, the City of Alameda desires to apply to the Economic
Development Administration (EDA) US Department of Commerce for a
grant for pre- development planning and feasibility analysis for an
advanced technology center to be managed by the Alameda Center for
Excellence at Fleet Industrial Support Center, Oakland - Alameda
Facility /Alameda Annex; and
WHEREAS, the City Council of the City of Alameda, acting
pursuant to the provisions of the California Community
Redevelopment Law (Health and Safety Code Section 33000 et seq.),
has declared itself to constitute the Community Improvement
Commission of the City of Alameda (the "Commission ") by Ordinance
No. 2103, adopted August 3, 1982; and
WHEREAS, the City of Alameda and the Commission have entered
into a Cooperation Agreement by Resolution No. 12422, adopted July
6, 1993 in order to:
1. Set forth activities, services and facilities which the
City will render for and make available to the Commission in
furtherance of the activities and functions of the Commission under
the Community Redevelopment Law; and
2. Provide that the Commission will reimburse the City for
actions undertaken and costs and expenses incurred by it, for and
on behalf of the Commission; and
WHEREAS, the Fleet Industrial Supply Center, Oakland - Alameda
Facility /Alameda Annex is located within the boundaries of the
Business and Waterfront Improvement Redevelopment Project Area; and
WHEREAS, the projected cost is $1,381,526 and the City of
Alameda is applying for a federal grant of $1,036,000, and the City
of Alameda, through the Cooperation Agreement with the Community
Improvement Commission will provide a local cash match of $142,500
and in -kind match of $88,946, and the Alameda Chamber of Commerce
will provide a local cash and in -kind match of $114,080; and
WHEREAS, the Commission has sufficient funds in its approved
budget for fiscal year 1994-1996, allocated to specific
redevelopment activities which could qualify as a local match for
the EDA grant.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of
Alameda that:
1. The City Manager is hereby authorized and directed to
make a joint application with the Alameda Chamber of Commerce to
EDA for grant funds for the above noted project, to accept the
award, act as fiscal agent for purposes of processing reimbursement
requests for the EDA grant and administrator for compliance with
EDA grant requirements and to sign all required documents on behalf
of the City; and
2. The City of Alameda through the Cooperation Agreement
with Community Improvement Commission, hereby commits as matching
funds for the above project $231,466 in funds currently in hand and
available for immediate disbursement upon award of the grant by
EDA; and
3. The City Manager is hereby authorized and directed to a)
meet and confer with the Alameda Chamber of Commerce to jointly
prepare an agreement to outline respective responsibilities and
perform services consistent with the EDA application and b)
designate the Alameda Center for Excellence as the managing agent
for the project to be funded by the EDA grant for the proposed
Advanced Technology Center at Fleet Industrial Supply Center,
Oakland-Alameda Facility/Alameda Annex.
I, the undersigned, hereby certify that the foregoing Resolution
was duly and regularly adopted and passed by the Council of the
City of Alameda in regular meeting assembled on the 7th day of
February , 1995, by the following vote to wit:
AYES: Councilmembers Arnerich, DeWitt, Lucas,
Nannix and President Appezzato - 5.
NOES: None.
ABSENT: None.
ABSTENTIONS: None.
