REAPPOINTING LOIS M. WORKMAN AS A MEMBER OF THE
CITY SOCIAL SERVICE HUMAN RELATIONS BOARD
BE IT RESOLVED by the Council of the City of Alameda that
pursuant to the provisions of Article X of the Charter of the City
of Alameda, and upon nomination by the Mayor, LOIS M. WORKMAN is
hereby reappointed to the office of member of the Social Service
Human Relations Board of the City of Alameda for the term
commencing on July 1, 1995 and expiring on June 30, 1999, and to
serve until her successor is appointed and qualified.
I, the undersigned, hereby certify that the foregoing Resolution
was duly and regularly adopted and passed by the Council of the
City of Alameda in regular meeting assembled on the 20th day of

ESTABLISHING APPROPRIATIONS LIMITS FOR
FISCAL YEAR 1995 -96
WHEREAS, pursuant to Article XIIIB of the Constitution of the State of California, the
City Council of the City of Alameda is required to establish an "Appropriations Limit" for fiscal
year 1994 -95; and
WHEREAS, the Appropriations Limit has been determined in accordance with the uniform
guidelines for Article XIIIB of the California Constitution.
WHEREAS, the voters approved Proposition 111 in June, 1990, which allows for new
adjustment formulas for the appropriations limit calculation that is responsive to local growth
issues.
The adjustment factors used to arrive at the 1994 -95 limit are as follows:
1987 -87 County Population increase of /26%
CPI of 2.30%
1987 -88 County Population increase of 1.34%
CPI of 3.47%
1988 -89 City Population increase of 1.51%
CPI of 4.66%
1989 -90 County Population increase of .81%
CPI of 5.19%
1990 -91 County Population increase of 1.36%
CPI of 4.21%
1991 -92 City Population increase of 3.39%
CPI of 4.14%
1992 -93 City Population increase of 2.02%
CPI of -0.64%
1993 -94 City Population increase of 2.06%
CPI of 2.72%
1994 -95 City Population increase of 1.04%
CPI of 0.71%
1995 -96 County Population increase of 1.27%

NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Alameda that
said Council hereby establishes the Appropriations Limit in the amount of $42,206,554 for fiscal
year 1995 -96.

ORDERING VACATION OF STORM DRAIN EASEMENT
OVER A PORTION OF PARCEL 3 OF PARCEL MAP 5274
(FORMERLY PARCEL 2 OF PARCEL MAP 4728 - 1620 SOUTH LOOP ROAD)
WHEREAS, subject easement was dedicated to the City of
Alameda on Parcel Map 4728 recorded on April 30, 1986; and
WHEREAS, Parcel Map 4728 had subsequently been subdivided
pursuant Parcel Map 5274 and pursuant Lot Adjustment Map recorded
on October 12, 1990, Alameda Recorder Series No. 90-272150; and
WHEREAS, a subsequent storm drain easement was granted to
the City and recorded on September 30, 1994, pursuant Alameda
County Recorder Series No. 94-320847; and
WHEREAS, all existing storm drain improvements have been
removed within subject easement; and
WHEREAS, the subject easement is no longer necessary.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the
City of Alameda that it is hereby ordered that the easement over
Parcel 3 of Parcel Map 5274 be vacated pursuant to the provisions
of Chapter 4, Part 3, Division 9, Section 8333(c) of the Streets
and Highways Code.
BE IT FURTHER RESOLVED that the City Clerk shall cause
certified copies of this resolution, attested under seal, to be
recorded in the County Recorder's Office and from and after the
date this resolution is recorded, said portion of easement no
longer shall constitute easement.

CITY OF ALAMEDA RESOLUTION NO. 12670
AUTHORIZING SUBMITTAL OF GRANT APPLICATIONS
FOR FY 1995-96 ASSEMBLY BILL 434 60% FUNDS
WHEREAS, pursuant to the rules and regulations that have
been adopted by the Bay Area Air Quality Management District
(BAAQMD) in accordance with the provisions of Assembly Bill 434
(Sher), an eligible claimant wishing to receive allocation from AB
434 60% funds shall file its application with the BAAQMD; and
WHEREAS, the City of Alameda, as a public agency
responsible for implementing projects or programs which achieve
emission reductions by effectively developing and implementing
specific transportation control measures, is eligible to submit
projects or programs for AB 434 60% funds; and
WHEREAS, the City of Alameda has identified two projects
that are eligible for said funds are (1) BART Shuttle Enhancements
with the estimated project cost being $175,000, (2) Residential
Commuter Check Club with the estimated project cost being $90,000.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the
'City of Alameda that said Council hereby authorizes the City
Manager to apply for FY 1995-96 AB434 60% funds, and carry out the
proposed programs and projects for (1) BART Shuttle Enhancements
and (2) Residential Commuter Check Club.
I, the undersigned, hereby certify that the foregoing Resolution

City of Alameda in special meeting assembled on the 3rd day of
