SUPPORTING PETITION TO FEDERAL AVIATION ADMINISTRATION
TO AMEND HELICOPTER MINIMUM ALTITUDE REGULATIONS
WHEREAS, the City of Alameda is subject to noise and
safety impacts from helicopters using the Metropolitan Oakland
International Airport; and
WHEREAS, a coalition of California homeowners'
organizations has petitioned the Federal Aviation Administration to
amend the minimum altitude requirement for helicopters to 1000
feet, other than those used for emergency services, rescue
operations, and police and fire protection; and
WHEREAS, the proposed modification of the helicopter
minimum altitude requirement to 1000 feet may help mitigate noise
and safety impacts from low altitude helicopter operations; and
WHEREAS, the proposed modification will make helicopter
minimum altitude requirements consistent with requirements for
other types of aircraft; and
WHEREAS, the proposed modification would not involve
significant increased costs, inefficiency, or safety hazards; and
WHEREAS, the City of Alameda Airport Operations Committee
supports the petition to amend the minimum altitude requirement for
helicopters.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City
of Alameda that the Council's support for the petition requesting
amendments to federal helicopter minimum altitude requirement (14
CFR Section 91.119) be made known to the Federal Aviation
Administration.
BE IT FURTHER RESOLVED that the Airport Operations
Committee urges the Federal Aviation Administration to accept the
petition to amend 14 CFR Section 91.119.
BE IT FURTHER RESOLVED that a copy of this resolution be
transmitted to the Federal Aviation Administration.
