AMENDING MASTER FEE RESOLUTION NO. 12191 BY
ESTABLISHING BUILDING, EXCAVATION AND GRADING
PERMIT FEES AND BY ESTABLISHING AN ANNUAL
BOARDED BUILDING AND VACANT PARCEL MONITORING
FEE
WHEREAS, the Alameda Municipal Code and the California
Government Code provide that the City Council may set fees for
reasonable costs of providing various services by resolution; and
WHEREAS, the City Council, at the August 27, 1991 Special
Council meeting, directed City staff to amend the Alameda Municipal
Code to reflect that City fees shall be set by City Council
resolution; and
WHEREAS, the City Council, at the January 21, 1992 City
Council meeting adopted Master Fee Resolution No. 12191, codifying
existing fees for various City services and permits; and
WHEREAS, the Building Inspection Division is currently
operating at a deficit and it is proposed to increase the building
permit, excavation plan check and excavation permit fees to conform
with Schedule 1-A, Table A-33-A and Table A-33B, respectively, of
the 1994 Uniform Building Code to both reduce the deficit and so
that these fees in Alameda will be similar to fees charged in other
communities; and
WHEREAS, the City Council, at the September 19, 1995 City
Council meeting directed City staff to establish an annual boarded
building and vacant parcel monitoring fee on owners of long-term
vacant parcels and boarded buildings which are not under repair or
actively offered for sale, lease or rent.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City
of Alameda that the following Schedule of Building Permit Fees
shall be imposed:

NOW, THEREFORE, BE IT FURTHER RESOLVED by the Council of

NOW, THEREFORE, BE IT FURTHER RESOLVED by the Council of
the City of Alameda that the following monitoring fee relating to
vacant and boarded buildings shall be imposed on owners of long-
term vacant parcels and boarded buildings, unless the owner has
obtained a fee waiver under Alameda Municipal Code Section 13 -12.3.
ANNUAL MONITORING FEE - BOARDED BUILDING AND VACANT PARCELS
(Effective January, 1996)
Monitoring fee $400.00 per building or parcel
BE IT FURTHER RESOLVED that pursuant to Ordinance No.
1928, that City fees are subject to administrative adjustments not
greater than 59,5 annually over the existing recovery levels;
BE IT FURTHER RESOLVED that all fees established by
resolution which are inconsistent with the fees established by this
resolution are hereby repealed.
BE IT FURTHER RESOLVED that this Resolution shall not
become effective until the effective date of the adoption of
required implementing ordinances.

of the City of Alameda in regular meeting assembled on the 19th
day of December , 1995, by the following vote to wit:
