SUPPORTING THE SEISMIC RETROFIT BOND ACT PROPOSITION 192
WHEREAS, the State of California sustained major damage
to its highways and bridges as a result of the 1989 a Loma Prieta
and 1994 Northridge Earthquakes; and
WHEREAS, the damage to the highway systems resulted in
numerous deaths, hampered emergency response efforts and resulted
in economic losses associated with the loss of commercial and
commuter routes; and
WHEREAS, in order to minimize future impacts to the
State, the State has begun a seismic retrofit program which has
been given very high priority; and
WHEREAS, no new funding source was identified for this
program and therefore it has been funded from the State Highway
Account which has resulted in the deferral of many critically
needed transportation projects; and
WHEREAS, the City of Alameda receives funds from the
State Highway Account for miscellaneous traffic improvement
projects as well as an annual operating subsidy for the
Alameda/Oakland Ferry Service; and
WHEREAS, these funds are in jeopardy of being lost if a
new funding source is not identified for the Seismic Retrofit
c) - Program; and
WHEREAS, the Seismic Retrofit Bond Act Proposition 192
would allow the state to sell $2 billion in general obligation
bonds which would be earmarked for Seismic Retrofit Program; and
WHEREAS, it is expected that there are sufficient
annual revenues to repay the bonds without a tax increase; and
WHEREAS, the $2 billion is within the recommended debt
limit for California's bond financed project.
NOW, THEREFORE, BE IT RESOLVED by the City Council of
the City of Alameda that said City Council hereby supports the
Seismic Retrofit Bond Act, Proposition 192.
BE IT FURTHER RESOLVED that the City Clerk is
authorized and directed to send a certified copy of this
Resolution to Ken Maddy, State Senator, State of California,
Metropolitan Transportation Commission, and the Californians for
Safe Highways and Bridges, 1717 "I" Street, Sacramento,
California, 95814
I, the undersigned, hereby certify that the foregoing
Resolution was duly and regularly adopted and passed by the Council
of the City of Alameda in regular meeting assembled on the 6th
day of February , 1996, by the following vote to wit:
AYES: Councilmembers DeWitt, Lucas, Mannix
and President Appezzato - 4.
NOES: Councilman Arnerich - 1.
ABSENT: None.
