APPROVING GPA -96 -2 AMENDING THE GENERAL PLAN TEXT AND
DIAGRAM REGARDING 1) THE LOCATION OF BURROWING OWL
HABITAT, 2) AMENDING THE GENERAL PLAN DIAGRAM FOR A
PORTION OF THE CHUCK CORICA GOLF COURSE IN THE NORTHWEST
CORNER OF HARBOR BAY PARKWAY AND MAITLAND DRIVE FROM OPEN
SPACE /HABITAT TO COMMERCIAL RECREATION, AND 3) AMENDING
THE GENERAL PLAN DESCRIPTIVE LANGUAGE FOR THE DEFINITION
OF COMMERCIAL RECREATION
WHEREAS, this General Plan Amendment would correct Figure 5 -1,
Environmental Resources, regarding the location of Burrowing Owl
habitat, to amend the General Plan Diagram from Open Space /Habitat
to Commercial Recreation in the same location and add descriptive
language to the definition of "Commercial Recreation;" and
WHEREAS, the subject site includes the maintenance area for
the Chuck Corica Golf Course, within the area bounded by the golf
course on the north, Maitland Drive on the south and Harbor Bay
Parkway on the east; and
WHEREAS, this area was incorrectly designated on Figure 5.1 of
the General Plan as "Burrowing Owl Habitat "; and
WHEREAS, this area is designated on the General Plan Diagram
as "Open Space /Habitat" but is used for maintenance of the golf
course, and "Commercial Recreation" is a more appropriate
designation; and
WHEREAS, the General Plan text does not include a category for
Open Space not designated for public access or habitat
preservation; and
WHEREAS, pursuant to the California Environmental Quality Act,
a Categorical Exemption, under the CEQA Guidelines Section 15305 -
Minor Alterations to Land Use Limitations, has been recommended for
adoption by the Planning Board and is adequate in addressing the
environmental impacts for the proposed General Plan text and map
amendment; and
WHEREAS, the Planning Board held a public hearing on this
application on February 26, 1996 and has examined pertinent maps,
drawings, and documents; and has recommended to the City Council
the approval of the General Plan Amendment; and
WHEREAS, the City Council held a public hearing on this
application on March 19, 1996 and has examined pertinent maps,
drawings, and documents; and
WHEREAS, the City Council has made the following findings:
1. The proposed General Plan text, diagram and figure
amendments are consistent with the rest of the General
Plan.
2. The proposed General Plan text, diagram and figure
amendments will have no significant adverse effects on
the environment.
3. The proposed General Plan text, diagram and figure
amendments will have no significant adverse effects on
the general welfare of the community.
4. The proposed General Plan text, diagram and figure
amendments are necessary to enable the appropriate
development and maintenance of property in the City.
5. The proposed General Plan text, diagram and figure
amendments are in the public interest.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the
City of Alameda has determined, pursuant to the California
Environmental Quality Act, a Categorical Exemption, under the CEQA
Guidelines Section 15305 - Minor Alterations to Land Use
Limitations - is adequate in addressing the environmental impacts
for the proposed General Plan text and map amendment.
NOW, THEREFORE BE IT FURTHER RESOLVED that the City Council of
the City of Alameda hereby approves General Plan Amendment, GPA
96-2 and the Alameda General Plan is hereby amended as follows:
The following wording (shown in italics) is added to the definition
of "Commercial Recreation" on Page 13 of the General Plan, to read
as follows:
COMMERCIAL RECREATION
Marinas on the Estuary, San Leandro Channel, and San Francisco
Bay berth the largest concentration of small boats in the Bay
Area. Harbor Bay Isle Club proves 10 acres of indoor and
outdoor recreational facilities for members, and a new R-V
storage facility is proposed at the old gun club site on
Maitland Drive. This category also includes open space uses
which are not intended for permanent open space for public
access or habitat preservation.
Figure 5.1, Environmental Resources, of the General Plan is hereby
amended as follows, and as shown on Exhibit "A":

The designation of "Open Space/Habitat" is amended to
delete the golf course maintenance area bounded by the
Chuck Corica Golf Course on the north, Maitland Drive on
the south and Harbor Bay Parkway on the east. This
designation should be relocated directly adjacent to the
area shown to be located on the golf course adjacent to
Harbor Bay Parkway.
The General Plan Diagram is hereby amended as follows, and as shown
on Exhibit "En:
Replace the use designation "Open Space/Habitat" with
"Commercial Recreation" for that area bounded by the
Chuck Corica Golf Course to the north, Maitland Drive to
the South and Harbor Bay Parkway to the east.
