SUPPORTING SPECIAL LEGISLATION FOR USE OF
REDEVELOPMENT AUTHORITY AT NAS ALAMEDA
(ASSEMBLY BILL 3129 (LEE) )
WHEREAS, the Alameda Naval Air Station was selected for closure under the 1993
base closure process; and
WHEREAS, the conversion of the land at the base from military to non - military uses
offers an opportunity for significant development in the City of Alameda; and
WHEREAS, there are significant obstacles that must be overcome to achieve a fully
successful conversion of NAS Alameda to civilian uses; and
WHEREAS, among these obstacles are a deteriorated and obsolete infrastructure,
impractical land use patterns for non - military uses, and a lack of adequate funds and
financing mechanisms to address all of the planning, capital, and other development needs at
the base; and
WHEREAS, use of redevelopment law would help address these concerns principally
°by providing an effective mechanism for financing the capital infrastructure improvements
:that are a precondition to successful private investment at the base; and
WHEREAS, for a number of technical reasons existing redevelopment law is not well
suited for use at dosing federal military bases; and
WHEREAS, a number of other closing military bases in California are subjects of
special redevelopment acts that address the unique circumstances at each of the bases; and
WHEREAS, Assemblymember Barbara Lee has introduced AB 3129 to provide
similar, special legislation for using redevelopment authority at NAS Alameda and the bill is
presently scheduled for its first hearing before the Assembly Committee on Housing and
Community Development on April 10, 1996.
NOW, THEREFORE, BE IT RESOLVED THAT the City of Alameda hereby
endorses and urges the passage of AB 3129 (Lee) by the Legislature.
BE IT FURTHER RESOLVED THAT the City Clerk is hereby directed to forward a
certified copy of this resolution to the Chair and Committee members hearing the bill and to
the Governor, the President pro tempore of the Senate and Assembly Member Lee.

Resolution was duly and regularly adopted and passed by the Council
of the City of Alameda in regular meeting assembled on the 2nd
day of April , 1996, by the following vote to wit:
