SUPPORTING SENATE BILL 1977
(SALES TAX REDISTRIBUTION)
WHEREAS, State Senator Richard Mountjoy, Senatorial
District 29, is carrying Senate Bill 1977, which will shift 196. of
the sales tax rate from the state to cities and, in effect, double
the amount of non-restricted sales tax revenues currently received
by each city; and
WHEREAS, Senate Bill 1977 is intended to replace local
revenue shifted by the state to the Education Revenue Augmentation
Fund in the past several years, alleviate pressures on cities to
compete with one another for sales tax dollars, foster a more
equitable distribution of tax revenue, and shift tax revenues
closer to taxpayers so they can participate in how tax dollars are
being spent; and
WHEREAS, Senate Bill 1977 will have a positive effect on
the local economy and will restore accountability and integrity
back to the city-state relationship.
WHEREAS, the Revenue and Tax Committee of the League of
California Cities met on March 29, 1996 and voted to recommend to
the League Board of Directors support of SE 1977 with the following
recommended changes:
to allocate the extra 196 based on a per capita
basis;
2. to include counties as recipients; and
3. to phase in the impact of the bill over two years.
NOW, THEREFORE, BE IT RESOLVED that the City Council of
the City of Alameda hereby supports Senate Bill 1977 which
addresses the concept of sales tax redistribution with the
recommended changes.
BE IT FURTHER RESOLVED that the City Clerk is hereby
directed to forward a Certified Copy of this Resolution to Senator
Richard Mountjoy, Senator Nicholas Petris and the League of
California Cities.
I, the undersigned, hereby certify that the foregoing
Resolution was duly and regularly adopted and passed by the Council
of the City of Alameda in regular meeting assembled on the 16th
