SUPPORTING MAYORAL PROCLAMATION
RECOGNIZING CONTRIBUTIONS OF
MEMBERS OF THE GAY AND LESBIAN COMMUNITY
WHEREAS, at the June 4, 1996 City Council meeting, a
Mayoral Proclamation was issued by Mayor Ralph Appezzato to the gay
and lesbian community of the City of Alameda; and
WHEREAS, the Mayoral Proclamation recognized that members
of the gay and lesbian community of Alameda have contributed to and
participated in activities beneficial to the City of Alameda.
NOW, THEREFORE, BE IT RESOLVED that the City Council of
the City of Alameda hereby supports the Proclamation issued on June
4, 1996, by the Mayor of the City of Alameda, recognizing the gay''
and lesbian community of Alameda for their contributions and
participation in the City of Alameda.
I, the undersigned, hereby certify that the foregoing
Resolution was duly and regularly adopted and passed by the Council
of the City of Alameda in regular meeting assembled on the 18th
day of June , 1996, by the following vote to wit:
AYES: Councilmembers DeWitt, Lucas and
President Appezzato - 3.
NOES: Councilmembers Arnerich and Mannix - 2.
ABSENT: None.
ABSENTENTIONS: None.

WHEREAS, the City Council has made the following findings:
1. The project does not have the potential to substantially
degrade the quality of the environment, substantially
reduce the habitat of a fish or wildlife species, cause
a fish and wildlife population to drop below
self-sustaining levels, threaten to eliminate a plant or
animal community, reduce the number or restrict the range
of a rare or endangered plant or animal, or eliminate
important examples of the major periods of California
history or prehistory because the route does not cover
with new displacement any wildlife habitat or historical
or prehistorical resources, since the project would be
confined to the existing street right-of-way and would
only reconstruct existing improvements.
2. The project does not have the potential to achieve short
term, to the disadvantage of long term environmental
goals because none of the physical changes will be
sufficiently different from present conditions to
interfere with long term environmental goals.
3. The project does not have possible environmental effects
which are individually limited but cumulatively
considerable, because nearly all of effects related to
the roadway have already occurred, with acquisition and
development of Tilden Way several decades in the past.
4. The project does not have environmental effects which
will cause substantially adverse effects on human beings,
either directly or indirectly because the changes do not
restrict the traveled way of Tilden Avenue and because
the design enhances pedestrian and handicap access.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of
Alameda that the City Council hereby adopts Negative Declaration,
IS 96-04.
NOTICE. No judicial proceedings subject to review pursuant to
California Code of Civil Procedure Section 1094.5 may be prosecuted
more than ninety (90) days following the date of the City Council
action on this matter plus extensions authorized by California Code
of Civil Procedure Section 1094.6.
