AMENDING MASTER FEE RESOLUTION NO. 12191
BY ESTABLISHING AND INCREASING VARIOUS
CHUCK CORICA GOLF COMPLEX RATES
WHEREAS, the Alameda Municipal Code and the California
Government Code provide that the City Council may set fees for
reasonable cost of providing various services by resolution; and
WHEREAS, the City Council, at the August 27, 1991 Special
City Council meeting directed City staff to amend the Alameda
Municipal Code to reflect that City fees shall be set by City
Council resolution; and
WHEREAS, Resolution No. 12191 ( "Master Fee Resolution "),
as amended codifies existing fees for various City services and
permits; and
WHEREAS, on May 15, 1996, proposed fee increases for
various golf complex rates were devised and passed by the Golf
Commission; and
WHEREAS, the City Council has determined that the
proposed golf complex rates, attached hereto as Exhibit A, are
reasonable for providing municipal services.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City
of Alameda that the Chuck Corica Golf Complex rates, attached
hereto as Exhibit A, be established.
BE IT FURTHER RESOLVED that all fees established by
Master Fee Resolution No. 12191 which are inconsistent with the fee
established by this resolution are hereby repealed.

RE: Proposal For Fee Increase At The Chuck Corica Golf Complex
Background
At its April 17, 1996 meeting, the Golf Commission considered a proposed fee
increase at the Chuck Corica Golf Complex. At the May 15 Golf Commission
meeting, final adjustments were made by the Commission on the fee proposal. By
unanimous vote, the Golf Commission is sending the proposed package to the City
Council. The last fee increase was effective January 1, 1995. It was for non-
residents ($4.00). The last fee increase for residents was effective January 1,
1994 in the amount of $1.00 (Attachment A).
Discussion /Analysis
Due to the length of time and amount of the last fee increase for residents, it
was the opinion of management and the Golf Commission that the gap between the
resident rate and non - resident rate was too great. Even taking into
consideration the fact that citizens own the Chuck Corica Golf Complex, they do
need to pay a fee that will cover the cost of their round and use of the golf
facilities.
Estimated 1996/1997 expense of $3,300,000 divided by projected rounds (1996/1997)
of 260,000 is $12.70 cost per round. This is a basic approach that considers
other cost centers: range, pro shop, restaurant concessionaire as services
provided for and directly related to the amount of rounds played per year. Some
residents pay considerably less than the cost per round. Monthly resident cards
currently cost $60. Many cardholders pay 3 - 4 times per week. Twelve rounds
per month (3 times per week x 4 weeks) cost the cardholder only $5.00 per round,
considerabley less than the $12 cost per round.
There are inadequate funds to finance necessary projects. A fee increase will
help fund the following:
1. Lucious Bateman Driving Range /Norma Arnerich Teaching Academy.
Estimated cost of $1.4 million.
2. A.D.A. Bathroom renovation in restaurant as required by law.
Estimated at $25,000
3. Code violation work /improvements for the restaurant (Legends & Heroes).
Estimated cost $90,000
4. Payment in lieu of taxes.
Estimated cost of $93,000
Therefore, a fair and reasonable increase has been proposed. (Attachment B)
