CITY OF ALAMEDA RESOLUTION NO.
AUTHORIZING AGREEMENT WITH CALTRANS FOR
TRAFFIC SYSTEMS MANAGEMENT/FLEXIBLE
CONGESTION RELIEF FUNDS FOR DESIGN AND
CONSTRUCTION OF I-880/23RD AVENUE OFF-RAMP
IMPROVEMENTS
WHEREAS, in October 1994, the City submitted the I-
880/23rd Avenue Off-Ramp Improvements Project for consideration
under the Traffic Systems Management/Flexible Congestion Relief
(TSM/FCR) Program; and
WHEREAS, the California Transportation Commission has
approved $338,000 TSM/FCR Funds for the I-880/23rd Avenue Off-
Ramp Improvements Project; and
WHEREAS, the I-880/23rd Avenue Off-Ramp Improvements
Project will enhance traffic flow and improve safety for traffic
accessing Alameda and Oakland by more efficient channelization
and separation of conflicting traffic streams and the addition of
traffic signals; and

WHEREAS, a Program Supplement Agreement Number 004 to

State-Local Entity Master Agreement Number TSM/FCR 5014 covering ,0-,
-;
preliminary and construction engineering, and construction for
the TSM/FCR Project must be entered into in order for the City to
be reimbursed for this work; and
WHEREAS, Caltrans requires a resolution from the City
Council authorizing this agreement.
NOW, THEREFORE, BE IT RESOLVED, that the City Council
of the City of Alameda hereby authorizes the City Manager to
enter into an Agreement with Caltrans for TSM/FCR Funds for the
preliminary and construction engineering, and construction for I-
880/23rd Avenue Off-Ramp Improvements Project.
I, the undersigned, hereby certify that the foregoing
Resolution was duly and regularly adopted and passed by the Council
of the City of Alameda in regular meeting assembled on the 6th
day of August , 1996, by the following vote to wit:
AYES: Councilmembers Arnerich, DeWitt, Lucas,
Mannix and President Appezzato - S.
NOES: None.
