AUTHORIZING AGREEMENT WITH CALTRANS FOR
TRAFFIC SYSTEMS MANAGEMENT/FLEXIBLE
CONGESTION RELIEF FUNDS FOR DESIGN AND
CONSTRUCTION OF PARK STREET SIGNAL
COORDINATION, PHASE TWO
WHEREAS, in October 1994, the City submitted the Park
Street Signal Coordination, Phase 2 project for consideration
under the Traffic Systems Management/Flexible Congestion Relief
(TSM/FCR) Program; and
WHEREAS, the California Transportation Commission has
approved $385,000 TSM/FCR funds for the Park Street Signal
Coordination, Phase 2 project; and
WHEREAS, the Park Street Signal Coordination, Phase 2
project will enhance traffic operations through the Park/Oak
Street corridor by installing signal interconnect lines, left
turn lanes on Park Street at Lincoln, Central, and Encinal
Avenues, upgrading outdated signal controllers, and providing
improved signal timings on Park and Oak Streets; and

WHEREAS, a Program Supplement Agreement Number 005 to
State-Local Entity Master Agreement Number TSM/FCR 5014 covering 1
preliminary and construction engineering, and construction for
the TSM/FCR Project must be entered into in order for the City to
be reimbursed for this work; and
WHEREAS, Caltrans requires a resolution from the City
Council authorizing this agreement;
NOW, THEREFORE, BE IT RESOLVED, that the City Council
of the City of Alameda hereby authorizes the City Manager to
enter into an Agreement with Caltrans for TSM/FCR funds for the
preliminary and construction engineering, and construction for
the Park Street Signal Coordination, Phase 2.
I, the undersigned, hereby certify that the foregoing
Resolution was duly and regularly adopted and passed by the Council
of the City of Alameda in regular meeting assembled on the 6th
day of August , 1996, by the following vote to wit:
AYES: Councilmembers Arnerich, DeWitt, Lucas,
Mannix and President Appezzato - 5.
NOES: None.
ABSENT: None.
ABSENTENTIONS: None.
