APPROVING GENERAL PLAN AMENDMENT, GPA-96-1,
TO AMEND GENERAL PLAN GUIDING POLICY 2.6a
WHEREAS, an application was made on December 28, 1995 by
Thomas Quaglia on behalf of the Riding Company requesting a General
Plan Amendment, GPA-96-1, which would amend the General Plan to
delete the requirement of a minimum of 150 units and to delete the
specific requirement for two-family units; and
WHEREAS, the proposal for a General Plan Amendment is part of 1

a application which also includes a rezoning and a planned

development to construct 106 single family homes [the Planning
Board approved a Planned Development for 105 single family homes on,,- _
August 12, 1996] ; and
WHEREAS, the subject property includes Assessor Parcel ,
Numbers: 074-0906-022, 074-0906-023-04 and 074-0906-038-02; and
WHEREAS, the subject property is designated MU-1, Specified (7,
Mixed Use on the General Plan Diagram; and
WHEREAS, the City Council adopted Mitigated Negative
Declaration, IS-95-10, to address the environmental impacts related
to the project; and
WHEREAS, the project is located within the boundaries of the
Business and Waterfront Improvement Project and designated as Mixed
Use; and
WHEREAS the Planning Board of the City of Alameda held a
public hearing on this General Plan Amendment on August 12, 1996,
and examined pertinent maps, drawings, and documents and
recommended that the City Council approve General Plan Amendment,
GPA-96-1;,and
WHEREAS, the City Council held a public hearing on this
General Plan Amendment on September 3, 1996, and has examined
pertinent maps, drawings, and documents and has considered written
comments and testimony received during the public hearing; and
WHEREAS, the City Council has made the following findings:
1. The proposed General Plan Amendment will have no
significant adverse effects on the environment. No
changes to the permitted- use of the property are
requested.
2. The proposed General Plan Amendment will have no
significant adIrcrse effects on the welfare of the
community because construction of fewer housing units at
the site would not reduce the number of housing units
, -
permitted by the General Plan in the Northern Waterfront
area below the number required for compliance with the
Housing Element stated need.
3. The City Council has been advised that the proposed
project would be subject to a Development and Disposition
Agreement, or similar agreement, with the Community
Improvement Commission (CIC) in order to conform to the
CIC policies and to the adopted Community Improvement
Plan (CIP) for the Business and Waterfront Improvement
Project and General Plati policies incorporated by
.reference within the CIP.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of
Alameda that the City Council hereby approves General Plan
Amendment, GPA-96-1, to amend General Plan Guiding Policy 2.6A as
follows:
Island Auto Movie Area: Implement a development program that
includes housing and may include offices. Permit up to 200
dwelling units, as single family residences and/or duplexes,
and permit up to 30,000 square feet of office space.
I, the undersigned, hereby certify that the foregoing
Resolution was duly and regularly adopted and passed by the Council
of the City of Alameda in regular meeting assembled on the 3rd
day of September , 1996, by the following vote to wit:
AYES: Councilmembers Arnerich, DeWitt, Lucas
and President Appezzato - 4.
