AUTHORIZING OPEN MARKET PURCHASE OF
TWO MARKED POLICE VEHICLES
FROM FREMONT FORD
WHEREAS, the replacement of three patrol vehicles is
authorized in the 1996-1997 police budget;
WHEREAS, one patrol vehicle was previously purchased as
a replacement for a wrecked police unit; and
WHEREAS, the 1997 Ford Crown Victoria meets or exceeds
all of the 1997 California Highway Patrol specifications as bid by
the State of California, General Services Administration
(Specification No. 2310-61F-03); and
WHEREAS, the same vehicles have been purchased in 1991,
1992, 1994 and 1996 with excellent performance and minimal
maintenance; and
WHEREAS, Ford Motor Company is the only manufacturer
offering a production police package at this time with a cost
savings of $650.00; and
WHEREAS, the City mechanic recommends purchase of the two
1997 Ford Crown Victoria police vehicles in order to ensure
compatibility with the tools and parts currently used by the City
garage; and
WHEREAS, Section 3-15 of the City Charter provides that
the City Council, by four votes, can authorize an open market
purchase if it determines that the materials or supplies can be
purchased at a lower price in the open market, or that great
necessity or emergency requires immediate action; and
WHEREAS, the City Council has determined that all other
practical alternatives were examined and that the two police
vehicle are the best option for police class equipment available to
the City of Alameda at this time which can be purchased at the
lowest price available through an open market purchase directly
from Fremont Ford.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the
City of Alameda that pursuant to Section 3-15 of the City Charter,
and by four votes, the City Council hereby authorizes the Police
Chief or his authorized representative to purchase two 1997 Ford
Crown Victoria police vehicles from Fremont Ford at a cost of
$23,546.25 per vehicle, including tax and options.

I, the undersigned, hereby certify that the foregoing
Resolution was duly and regularly adopted and passed by the Council,
of the City of Alameda in regular meeting assembled on the 17th
day of December , 1996, by the following vote to wit:
AYES: Councilmembers Daysog, DeWitt, Kerr, Lucas
and President Appezzato - 5.
NOES: None.
ABSENT: None.
ABSTENTIONS: None.
