AUTHORIZING THE CITY OF ALAMEDA TO APPLY FOR CALIFORNIA
DEFENSE ADJUSTMENT MATCHING GRANT FOR MAIN STREET CORRIDOR -
ROADWAY IMPROVEMENTS AND LINEAR PARK CONSTRUCTION PROJECT
WHEREAS, the Main Street Project is included in the City of Alameda's Capital
Improvement Budget as CIP- 89 -28; and
WHEREAS, the project will provide street improvements on Main Street between
Atlantic Avenue and the entrance to the ferry terminal and linear park on the east side of Main
Street between Atlantic Avenue and Singleton Avenue; and
WHEREAS, the project will improve storm drainage and alleviate the seasonal flooding
as well as provide a beautiful park with bicycle and pedestrian facilities serving the main
entrance to Alameda Point (formerly the Naval Air Station); and
WHEREAS, the total project costs for acquisition and construction is $5,100,000; and
WHEREAS, the City of Alameda has secured an Economic Development Administration
(EDA) grant for the Main Street Project in the amount of $3,000,000 for the construction of the
project in September, 1996, and $700,000 in Intermodal Surface Transportation Efficiency Act
(ISTEA) funds for acquisition of the right -of -way for the project; and
WHEREAS, the EDA grant required matching funds; and
WHEREAS, the City of Alameda has secured all but $461,000 in matching funds; and
WHEREAS, staff has identified the California Defense Adjustment Matching Grant
(CDAMG) Program as a viable funding source to provide $300,000 of the remaining match
needed to complete this project; and
WHEREAS, the final $161,000 can be provided from local urban runoff clean water
program funds.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Alameda
hereby authorizes and empowers the City Manager or his designee to apply, approve, sign and
execute in the name of the City of Alameda any documents necessary for funding under the
California Trade and Commerce Agency's Defense Adjustment Matching Grant Program and for
entering into agreement including any amendments thereto with the California Trade and
Commerce Agency in the event that funding is awarded under the program.
BE IT FURTHER RESOLVED that the City Council authorize the reallocation of Urban
Runoff Clean Water Program funds to CIP 89-28.
I, the undersigned, hereby certify that the foregoing
Resolution was duly and regularly adopted and passed by the Council
of the City of Alameda in regular meeting assembled on the 20th
day of May , 1997, by the following vote to wit:
