DETERMINING THE NET BENEFIT OF THE CROSS-
AIRPORT ROADWAY PROJECT TO THE CITY OF ALAMEDA
AND EXPRESSING SUPPORT OF THE CROSS-AIRPORT
ROADWAY PROJECT TO THE PARTIES OF THE AIRPORT
ROADWAY PROJECT JOINT FUNDING AGREEMENT
WHEREAS, the Port of Oakland has proposed to construct the
"Airport Roadway Project" and said project has received a
commitment for funding from Alameda County's IA cent transportation
sales tax (Measure "B"); and
WHEREAS, the Port of Oakland, as Lead Agency for the "Airport
Roadway Project" has certified a Final Environmental Impact Report
for the Proposed Airport Development Program for the Metropolitan
Oakland Airport ("ADP FEIR") of which the Airport Roadway Project
is a component; and
WHEREAS, the Cross-Airport Roadway Project is a segment of the
larger "Airport Roadway Project"; and
WHEREAS, Guiding Policy 4.1.f of the General Plan requires
that the City make a determination that a "net benefit" to the City
of Alameda can be demonstrated from the construction of the Cross-
Airport Roadway prior to any expression of support for the project;
and
WHEREAS, pursuant to Public Resources Code section 21069, the
City is a "Responsible Agency" under the California Environmental
Quality Act ("CEQA") for purposes of the development of the Cross-
Airport Roadway segment of the Port of Oakland's Airport Roadway
Project; and
WHEREAS, pursuant to Public Resources Code section 21167.3(b)
the City, as a Responsible Agency, is legally required to assume
that the ADP FEIR is legally adequate for purposes of approving or
disapproving the Cross-Airport Roadway related actions.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of
Alameda that said Council hereby finds pursuant to Public Resources
Code Sections 21081 that:
1. The Council has reviewed the ADP FEIR and that the
said document discusses the environmental impacts and potential
mitigation measures related to the development of the Cross-Airport
Roadway segment of the Airport Roadway Project.
2. The ADP FEIR identifies no significant adverse impacts
specifically associated from the Cross-Airport Roadway except for
the following:
a. The Cross-Airport Roadway will result in the loss
of approximately 1.6 acres of season wetlands and 0.3 acres of
drainage channel wetlands. The ADP FEIR proposes to mitigate
wetlands impacts through the implementation of a "Wetlands
Mitigation Program" which provides replacement habitat of
equivalent or greater value. The Council finds that this measure
will mitigate the wetlands impacts of the Cross-Airport Roadway to
a less than significant level because the "Wetlands Mitigation
Program" would create new wetlands in the "central basin site A" in
the amount of 5.5 acres which is sufficient to replace the acreage
destroyed by the Cross-Airport Roadway.
3. The ADP FEIR indicates that the Cross-Airport Roadway
could contribute to the following significant impacts:
a. Construction Noise Impacts - The ADP FEIR notes
that construction activity could potentially impact the noise level
exposure for sensitive noise receptors such as nearby residences.
The ADP FEIR proposes that "best management practices" such as
limited construction hours and the use of properly muffled
construction equipment be implemented to reduce the construction
noise impacts. The Council finds that these measure will reduce
the construction noise impacts to a less than significant level
considering the remoteness of the Cross-Airport Roadway from
sensitive noise receptors.
b. Construction Air Quality Impacts - The ADP FEIR
indicates that construction activity could release particulate and
other vehicle emissions into the local environment. The ADP FEIR
proposes that "best management practices" such as water of grading
activities and proper maintenance of construction equipment would
minimize the construction related air impacts. The Council finds
that these impacts would be mitigated to a less than significant
level because the practices would substantially reduce the
anticipated release of air contaminants related to the construction
of the Cross-Airport Roadway.
c. Construction Related Surface Water Contamination
- The ADP FEIR indicates that construction activity, including the
Cross-Airport Roadway could result in increase in turbidity in
surface water runoff due to increased erosion during construction.
The ADP FEIR proposes the implementation of "best management
practices such as siltation screens, bailing and other techniques
to minimize construction erosion. The Council finds that these
measures will substantially reduce the amount of contaminated
surface runoff during construction of the Cross-Airport Roadway and
mitigate the impacts to a less than significant level by preventing
surface contaminants from entering into surface runoff.
d. Cumulative Traffic Impacts - The ADP FEIR
indicates that cumulative traffic from the ADP could result in
level of service impacts to the Fernside/Gibbons/High Street
intersection in Alameda. The ADP FEIR proposes that the
intersection be reconfigured pursuant to the Gibbons Drive/Fernside
Boulevard/High Street Neighborhood Study prepared by the City in
1992. The Council finds that such a reconfiguration would mitigate
any potential impacts of the Cross Airport Roadway en that
intersection to a less than significant level by improving the
level of service to LOS C in the relevant (2010 p.m. peak hour)
peak period.
4. The above findings of the Council are for the limited
purpose of evaluating the net benefit of the Cross-Airport Roadway
and do not imply that the ADP FEIR is adequate for the purpose of
providing the necessary legal environmental review by the Lead
Agency for the Airport Development Program, and
BE IT FURTHER RESOLVED that the Council hereby determines
that the benefits of the Cross-Airport Roadway in increasing the
access and economic viability of the Harbor Bay Business Park and
thereby enhancing the economic and fiscal security of the City and
in providing significant traffic relief to numerous intersections
on both Bay Farm and the main island of Alameda, outweigh any
potential negative impacts from the project, and
BE IT FURTHER RESOLVED that the Council hereby commits to
its share of the local match funding pursuant to the terms of the
December 1997 "Amended and Restated Measure B Project Funding
Agreement".
