ADOPTING GENERAL PLAN DIAGRAM AMENDMENT, GPA 96-5, TO
CHANGE THE DESIGNATION OF 900 OTIS DRIVE FROM NEIGHBORHOOD
BUSINESS TO LOW-DENSITY RESIDENTIAL.
WHEREAS, the City of Alameda Planning Board has initiated an amendment to the General
Plan, which would allow consideration of changing the designation of 900 Otis Drive from
Neighborhood Business to one of the following: Low-Density Residential, Medium-Density
Residential, or Office; and
WHEREAS, the Planning Board has recommended that the City Council approve a Negative
Declaration of Environmental Impact on this proposal; and
WHEREAS, the subject area adjoins areas designated in the General Plan as Parks & Public
Open Space, Low-Density Residential, Office, and Medium-Density Residential; and
WHEREAS, the removal of a service station on the site constitutes a changed circumstance
eading to re-evaluation of the General Plan designation; and
WHEREAS, the configuration of the parcel is such that the design of commercial
development on the site would be likely to result in the introduction of a commercial parking lot into
a residential area along Otis Drive, thus conflicting with the character of the neighborhood; and
WHEREAS, under residential development the lots would probably face onto Otis Drive,
thus conforming to the fabric of the existing residential neighborhood; and
WHEREAS, demand for commercial space in the neighborhood appears to be limited, as
indicated by vacancies in existing commercial space, and commercial uses on Webster Street are
nearby to meet the needs of the neighborhood; and
WHEREAS, the proposed amendment is necessary to enable the orderly development of land
in the area surrounding the intersection of Otis Drive and Westline Drive, in accordance with
policies of the General Plan; and
WHEREAS, the site is appropriate for low-density residential development, because of
policies in the General Plan which call for redesignation of land from commercial to residential
where possible, and because the surrounding neighborhood is low-density residential; and
WHEREAS, redesignation to Low-Density Residential is necessary in order to comply with
the General Plan policy to maintain and enhance the residential environment of Alameda's
neighborhoods, because low-density residential development would be most compatible with the
established character of the area; and
WHEREAS, the Planning Board held a public hearing on this application on July 14, 1997,
and continued the item for six months to allow the property owner to present a land use proposal for
the Board's consideration; and
WHEREAS, the Planning Board held a second public hearing on this application on January
12, 1998, examined pertinent maps, drawings and documents, including the proposal of the property
owner, considered the testimony and written comments received during the public hearing, and
recommended to the City Council to approve GPA -96 -1 to change the General Plan designation of
900 Otis Drive from Neighborhood Commercial to Low - Density Residential; and
WHEREAS, the City Council held a public hearing on this General Plan Diagram
Amendment on February 17, 1998, examined pertinent maps, drawings and documents, including
the proposal of the property owner, considered the testimony and written comments received during
the public hearing; and
WHEREAS, the City Council has made the following findings:
The General Plan Diagram Amendment is consistent with the rest of the General
Plan.
2. The General Plan Diagram Amendment will have no significant adverse effects on
the environment.
The General Plan Diagram Amendment will have no significant adverse effects on
the general welfare of the community.
4. The proposed General Plan Diagram Amendment is necessary to enable the
appropriate development and maintenance of property in the City.
The proposed General Plan Diagram Amendment is in the public interest.
NOW, THEREFORE, BE IT RESOLVED that the Council of the City of Alameda hereby
approves General Plan Diagram Amendment, GPA 96 -5, changing the designation of 900 Otis Drive
from Neighborhood Business to Low - Density Residential.
