AUTHORIZING THE OPEN MARKET PURCHASE OF
SIX MARKED POLICE VEHICLES
PURSUANT TO SECTION 3-15 OF THE ALAMEDA CITY CHARTER
WHEREAS, in order for the Police Department to maintain a satisfactory patrol fleet,
it is necessary to purchase six (6) additional marked patrol units; and
WHEREAS, the request for six (6) additional marked patrol units is requested in the
1998-1999 police budget; and
WHEREAS, the 1998 Ford Crown Victoria meets or exceeds all of the 1998
California Highway Patrol specifications as bid by the State of California, General Services
Administration (Contract #1-98-23.14); and
WHEREAS, the cut-off date for ordering the 1998 vehicles with the approved police
package is April 4, 1998; and
WHEREAS, this vehicle is the best option for police class equipment available to the
City at this time and can be obtained at a considerable savings to the City through this purchase; and
WHEREAS, Section 3-15 of the City Charter provides that the City Council, by four
affiimative votes, can authorize an open market purchase if it determines that the materials or
supplies can be purchased at a lower price in the open market.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Alameda
that pursuant to Section 3-15 of the City Charter, the Police Department, in cooperation with the
Finance Director, is is hereby authorized to purchase six (6) 1998 Ford Crown Victoria marked
police vehicles with funds not to be expended prior to July 1, 1998.
BE IT FURTHER RESOLVED that if the appropriation is not approved as part of
the 1998-99 budget, the order for the six (6) marked police vehicles will be canceled.

I, the undersigned, hereby certify that the foregoing
Resolution was duly and regularly adopted and passed by the Council
of the City of Alameda in regular meeting assembled on the 17th
day of March , 1998, by the following vote to wit:
AYES: Councilmembers Daysog, DeWitt, Kerr, Lucas
and President Appezzato - 5.
NOES: None.
ABSENT: None.
ABSTENTIONS: None.
