COMMENDING THE EAST BAY MUNICIPAL UTILITY DISTRICT
ON ITS 75TH ANNIVERSARY, MAY 8, 1998, AND
RECOGNIZING ITS PROUD PAST AND VITAL FUTURE
WHEREAS, the East Bay Municipal Utility District (EBMUD) was created by a yes vote
of the citizens of seven East Bay cities - including Alameda - in May of 1923; and
WHEREAS, EBMUD was the first Bay Area water district to bring water to its customers
from a pristine Sierra Nevada source, delivering up to 325 million gallons per day of some of the
highest quality water in the nation; and
WHEREAS, EBMUD consolidated the numerous competing water companies that sprang
up as Alameda and the East Bay grew in the 1800s, developing into a modern, forward-looking
district that today serves more than 1.2 million people in a 325 square mile area encompassing major
portions of Alameda and Contra Costa counties; and
WHEREAS, the citizens of Alameda have enjoyed the safety and purity of their drinking
water supply from EBMUD; and
WHEREAS, the citizens of Alameda voted to create Special District One in November of
1944 and since that time EBMUD has built and operated a state-of-the-art wastewater treatment

system, continually improving the process, including the development of a wet weather program to 23
treat storm runoff, and through such efforts EBMUD has contributed significantly to the health and
safety of the region and has lessened the impact of water discharges into San Francisco Bay; and
WHEREAS, EBMUD now provides wastewater treatment services for more than 600,000
people in Alameda and six other cities, is a nationally-recognized leader in toxic pollution prevention
through proactive source control efforts, and has won National Pretreatment Program Awards from
U.S. Environmental Protection Agency for an unprecedented three times in nine years; and
WHEREAS, EBMUD and the City of Alameda have just completed a successful joint sewer
upgrade and wet weather treatment project which included restoration of public ballfields at Krusi
Park, and are working together to support the redevelopment of Alameda Point, the former Naval
Air Station Alameda; and
WHEREAS, EBMUD protects Alameda customers from emergencies by continuously
maintaining and seismically strengthening its water supply and delivery infrastructure, including
dams, aqueducts, reservoirs, treatment facilities, and almost 4,000 miles of water mains; and
WHEREAS, EBMUD recognizes and participates in the communities it serves, providing
fire protection services, protecting open space, preventing pollution, and making recreational
facilities available; and
WHEREAS, EBMUD seeks to ensure adequate future water supplies for Alameda and the
existing service area through aggressive water conservation and recycling programs, watershed
management programs, and the delivery of new American River water supplies; and
WHEREAS, through its participation in long-term planning efforts such as the CALFED
Bay-Delta Program, EBMUD continuously demonstrates a commitment to both water quality and
environmental protection - balancing the management of both Sierra and local watershed lands to
improve public access, conserve the environment, and, above all, protect the water supply.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Alameda
hereby congratulates and commends the East Bay Municipal Utility District on its 75th Anniversary,
May 8, 1998, recognizing its proud past and its vital future.
I, the undersigned, hereby certify that the foregoing
Resolution was duly and regularly adopted and passed by the Council
of the City of Alameda in regular meeting assembled on the 7th
day of April , 1998, by the following vote to wit:

and President Appezzato - 5.
