AUTHORIZING EXECUTION OF COOPERATIVE AGREEMENT
NO. 4 -1744C BETWEEN THE STATE AND THE CITY OF
ALAMEDA CONSISTING OF WIDENING THE OFF -RAMP ON
ROUTE I -880 AT 23RD AVENUE
WHEREAS, the State and the City of Alameda, pursuant to Streets and Highways
Code Section 114 and 130, are authorized to enter into a Cooperative Agreement for improvements
to State highways within the County of Alameda; and
WHEREAS, in October, 1994, the City submitted the I- 880/23rd Avenue Off -Ramp,
Improvements Project for consideration under the Traffic Systems Management/Flexible Congestion
Relief ( TSM/FCR) Program; and
WHEREAS, the I- 880/23rd Avenue Off -Ramp Improvement Project will enhance
traffic flow and improve safety for traffic accessing Alameda and Oakland by more efficient
channelization and separation; and
WHEREAS, on August 6, 1996, the City Council approved Resolution No. 12804,
authorizing an Agreement with Caltrans for Traffic Systems Management Flexible Congestion
Relief ( TSM/FCR) Funds for Design and Construction of I- 880/23rd Avenue Off -Ramp
improvements; and
WHEREAS, the California Transportation Commission has approved $338,000
TSM/FCR Funds for the I- 880/23rd Avenue Off -Ramp Improvement Project; and
WHEREAS, the City of Alameda, City of Oakland and State will each contribute
33% (approximately $25,667 each) of the total estimated construction cost of $77,001 for the
portion of project listed for the Route I -880 off -ramp and 23rd Avenue; and
WHEREAS, the City of Alameda will fund one hundred percent (100 %) of contract
administration, construction engineering, construction services, preliminary engineering, and design
for the Project from the TSM/FCR Funds.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of
Alameda hereby authorizes the City Manager to enter into Cooperative Agreement No. 4 -1744C
between the State and the City of Alameda, a copy of which is on file in the office of the City Clerk,
consisting of widening the offramp on Route I -880 at 23rd Avenue.
I, the undersigned, hereby certify that the foregoing Resolution was duly and regularly
adopted and passed by the Council of the City of Alameda in regular meeting assembled on
the 4th day of August , 1998, by the following vote to wit:
AYES: Councilmembers Daysog, DeWitt, Kerr,
Lucas and President Appezzato - 5.
NOES: None.

ABSTENTIONS: None.
