AMENDING THE ALAMEDA GENERAL PLAN DIAGRAM FOR 2809
ENCINAL AVENUE FROM NEIGHBORHOOD COMMERCIAL TO MEDIUM
DENSITY RESIDENTIAL
WHEREAS, an application was made on August 27, 1997 by Lynn Nelson requesting a
General Plan Amendment, GPA-97-2, to redesignate 2809 Encinal Avenue from Neighborhood
Commercial to Medium Density Residential on the General Plan Diagram; and
WHEREAS, the application was accepted as complete on August 27, 1998; and
WHEREAS, the subject property includes Assessor Parcel Number: 069-0132-021-01; and
WHEREAS, the subject property is located in a C-1, Neighborhood Commercial Zoning
District; and
WHEREAS, the applicant has applied for a rezoning to R-2, Two-Family Residence Zoning
District; and
k WHEREAS, the Planning Board held a public hearing on this General Plan Diagram
LL, Amendment on November 23, 1998, and acted to recommend approval of the General Plan Diagram

WHEREAS, the City Council held a public hearing on this General Plan Diagram
Amendment on January 5, 1998, and examined pertinent maps, drawings and documents; and
WHEREAS, the City Council has made the following findings:
1 The proposed General Plan Amendment is consistent with General Plan Policy, 2.5.j
which states:
Reduce the extent of Neighborhood Business Districts by re-designating residentially used
parcels zoned as commercial to residential wherever detailed study of each district
demonstrates that an acceptable residential environment can be maintained or created.
2. The subject site is residentially developed, is adjacent to a residential use on the east
and is too small to support a commercial use with required off-street parking.
NOW, THEREFORE BE IT RESOLVED that the City Council of the City of Alameda
determines that the proposal is exempt from CEQA, Guidelines, Section 15305, minor land use
limitations; and
BE IT FURTHER RESOLVED that the City Council approve General Plan Amendment,
GPA-97-2, to redesignate 2809 Encinal Avenue from Neighborhood Commercial to Medium Density
Residential on the General Plan Diagram.
I, the undersigned, hereby certify that the foregoing Resolution was duly and regularly
adopted and passed by the Council of the City of Alameda in regular meeting assembled on
the 5th day of January , 1999, by the following vote to wit:
AYES: Councilmembers Daysog, DeWitt, Johnson, and
President Appezzato - 4.
NOES: None.
ABSENT: Councilmember Kerr -1.
ABSTENTIONS: None..
