ADOPTING THE CITY OF ALAMEDA BICYCLE MASTER PLAN
WHEREAS, the Alameda City Council has initiated preparation of
a Bicycle Master Plan to implement the Bikeway policies of the
General Plan and to provide a framework for future capital
improvements related to Bicycle Facilities; and
WHEREAS, on January 13, 1999, the City of Alameda Planning
Board conducted a public hearing to consider applicable testimony
and examine pertinent maps, drawings, and documents, and has
recommended that the City Council adopt the City of Alameda Bicycle
Master Plan; and
WHEREAS, on January 19, 1999, the Alameda City Council
conducted a public hearing to consider applicable testimony and
examine pertinent maps, drawings, and documents, including the
Alameda Bicycle Master Plan; and
WHEREAS, the Alameda City Council has determined that adoption
of the Alameda Bicycle Master Plan qualifies for a Mitigated
ig Negative Declaration in compliance with the intent and requirements
of the CEQA, and the State CEQA Guidelines; and

15 WHEREAS, the Alameda City Council has determined that:

1. There is the potential to increase bicycle usage in
Alameda through bikeway development and bicycle programs;
and
2. Support for bicycle use in the community is an essential
component in the City's efforts to reduce air, water and
noise pollution in and around Alameda.
WHEREAS, adopting the bicycle master plan will meet California
Bicycle Transportation Act and the Transportation Efficiency Act
for the 21st Century (TEA-21) requirements obligating the City to
have a current plan in order to apply for various regional, state
and federal funding sources for bikeway development; and
WHEREAS, State and Federal requirements obligate the City to
update the Bicycle Master Plan every two years in order to maintain
current adoption status and to allow for continuing public input
and Plan alterations to meet future community needs; and
WHEREAS, the City of Alameda Public Works Department conducted
public workshops on both November 12 and December 3, 1998 to
solicit and provide opportunity for public input; and
WHEREAS, demand for additional bicycle facilities for both
recreational and commuting needs are increasing; and.
WHEREAS, a bicycle master plan is necessary for the orderly
development of bikeways and bicycle programs to meet this
increasing demand; and
WHEREAS, the bicycle plan addresses critical issues for
bicyclists and Alameda residents including access to shopping,
work, recreation and schools, safety, and quality of life; and
WHEREAS, the City Council has made the following findings:
1. The City of Alameda icycle Master Plan is c.n-0.stent
with the rest of the General Plan.
2. The City of Alameda Bicycle Master Plan will have no
significant adverse effects on the environment when
mitigated.
3. The City of Alameda Bicycle Master Plan will improve the
general welfare of the community.
4. Adoption of the City of Alameda Bicycle Master Plan is
necessary to enable the appropriate development and
maintenance of bikeways and bicycle programs in the City.
5. The proposed City of Alameda Bicycle Master Plan is in
the public interest.
NOW, THEREFORE, BE IT RESOLVED that the Council of the City of
Alameda hereby adopts the City of Alameda Bicycle Master Plan.
the undersigned, hereby certify that the foregoing Resolution was duly and regularly
adopted and passed by the Council of the City of Alameda in regular meeting assembled on
the 19th day of January , 1999, by the following vote to wit:
AYES: Councilmembers Daysog, DeWitt, Johnson, Kerr and
President Appezzato - 5.
NOES: None.
