CITY OF ALAMEDA RESOLUTION NO, 13092
UPHOLDING THE HISTORICAL ADVISORY BOARD'S APPROVAL OF
CERTIFICATE OF APPROVAL, CA 98-09, AT 1119 LAFAYETTE STREET
WHEREAS, Jeremiah Holland, SS.CC., made an application on behalf of the St. Joseph
Community on October 8, 1998, to permit the demolition of a 1936 addition to a 1902 structure
located on a site listed on the Historic Building Study List; and
WHEREAS, the application was deemed complete on October 29, 1998; and
WHEREAS, the General Plan designation of the site is Medium Density Residential; and
WHEREAS, the parcel is located within the R-4, Neighborhood Residential Zoning District;
and
WHEREAS, the Historical Advisory Board ("HAB") held a public hearing on the
application on December 3, 1998 and approved Certificate of Approval, CA-98-9; and
WHEREAS, the Board found that the proposal is Categorically Exempt from CEQA,
Guidelines, Section 15301(1) -- demolition of a small structure which does not have any historical,
architectural or archeological significance; and

WHEREAS, the City Council held a public hearing on this appeal on February 2, 1999, and
examined pertinent maps, drawings and documents; and
WHEREAS, an appeal of the HAB decision approving CA-98-9 was submitted on
December 17, 1998 by Deborah Oliveri to the City Council
WHEREAS, the City Council finds that there is no merit to the appeal based on the Staff
Report prepared for the February 2, 1999 City Council meeting.
WHEREAS, the City Council finds that the Historical Advisory Board did not act
inconsistently with the purposes of Alameda Municipal Code section 13-21 which are to identify and
protect historic resources; and
WHEREAS, the City Council denies the appeal filed by Deborah Oliveri and upholds the
decision of the Historical Advisory Board to approve Certificate of Approval, CA-98-9.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Alameda
resolves as follows:
a. The 1936 addition, although well constructed with materials which blend with the
1902 house, has a tacked -on look because it is only attached to the 1902 house on the
second level. The first level of the 1902 house and the 1936 are attached by way of
a breezeway only. The rear siding of the 1902 house is intact. It is noticeable from
the outside that there are two separate structures which happen to be attached. There
does not appear to be any architectural significance to the construction. The 1936
addition has not become historic in its own right.
b. There is nothing contained in City files and other publications available to City staff
which would indicate that any of the brothers who resided in the addition have
become historic figures or that the addition is associated with a historic event. The
architect and builder of the addition is not indicated in the City's records. It cannot
be established that the 1936 addition is associated with a master architect or builder.
c. The 1902 house appears to be fully intact. Since the 1936 addition is not well
integrated into the primary structure, it cannot be demonstrated that the addition
contributes to the historic or architectural significance of the 1902 house.
NOW, THEREFORE BE IT FURTHER RESOLVED that the City Council denies the appeal
and upholds the Historical Advisory Board's approval of Certificate of Approval, CA- 98 -09, with
the following conditions:
The Certificate of Approval is for the demolition of the 1936 addition only. No other
demolition on the site is authorized.
2. The rear elevation and the front steps of the 1902 house shall be restored to their
original design. Prior to the issuance of a building permit for this work, the
restoration plans shall be submitted for review and approval by the Historical
Advisory Board.
A landscape plan for the proposed parking lot at the rear of 1119 Lafayette Street,
including a list of proposed species and plant sizes, shall be submitted for review by
the Historical Advisory Board prior to the issuance of a building permit for
demolition. The landscape plan shall show adequate separation and protection of the
historic resource from the proposed parking lot at the rear of the lot. The HAB may
choose to make recommendations on the adequacy of these plans in conjunction with
the Design Review process for the parking lot landscaping.
4. The approval of Certificate of Approval, CA- 98 -09, shall expire three (3) years from
2 February 1999, or 2 February 2002, unless demolition work commenced under
valid permit.

adopted and passed by the Council of the City of Alameda in regular meeting assembled on
the 2nd day of February , 1999, by the following vote to wit:
AYES: Councilmembers DeWitt, Johnson, and President Appezzato - 3.
NOES: Councilmembers Kerr and Daysog - 2.
ABSENT: None.
ABSTENTIONS: None..
