COMMEMORATING 25 YEARS OF LOCAL PARTICIPATION IN THE
COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM,
THANKING ALAMEDA RESIDENTS, ORGANIZATIONS AND BUSINESSES
FOR THEIR INVOLVEMENT, AND URGING CONGRESS TO
CONTINUE CDBG FUNDING AT CURRENT OR GREATER LEVEL
WHEREAS, the Community Development Block Grant (CDBG) program has
operated since 1975, providing the City of Alameda with nearly $24 million to eliminate slums and
blight and help meet the needs of low- and moderate - income persons and neighborhoods; and
WHEREAS, the City of Alameda and other local governments have demonstrated
the success of the CDBG program in customizing solutions to pressing local problems such as
affordable housing, declining commercial areas, neighborhood and human service needs, and the
need for public facilities and neighborhood improvements; and
WHEREAS, the Community Development Block Grant program has had a significant
impact on our local economy, both directly through the provision of public services, residential
rehabilitation, commercial revitalization, and public facilities and improvements, and indirectly
through the leveraging of millions more in private sector investment and in -kind community
contributions; and
WHEREAS, the City of Alameda during its years of CDBG participation has
developed a strong network of relationships between government, residents, businesses, and scores
of non - profit agencies that provide services and help make possible our commitment to Alameda
residents and neighborhoods; and
WHEN '. AS, CDBG funding nationwide has not kept pace with the housing, human
service, infrarructure and economic development needs of urban and suburban communities such
as Alameda and is a frequent target for f:.deral cost - cutting in spite of its demonstrated benefits.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of
Alameda hereby commemorates its 25 years of local participation in the CDBG program; and
BE IT FURTHER RESOLVED that the City Council thanks Alameda citizens,
organizations and businesses for their involvement in the CDBG program; and
BE IT FURTHER RESOLVED that the City Council urge Congress to continue
CDBG funding at the current or greater level in recognition of the many accomplishments locally
and nationwide of the CDBG program and its participants.
I, the undersigned, hereby certify that the foregoing Resolution was duly and regularly
adopted and passed by the Council of the City of Alameda in regular meeting assembled on
the 6th day of July , 1999, by the following vote to wit:
AYES: Councilmembers Daysog, DeWitt, Johnson, Kerr and
Mayor Appezzato - 5.
