DESIGNATING THE DEPUTY PUBLIC WORKS DIRECTOR, THE PUBLIC
WORKS DIRECTOR, OR THE CITY MANAGER TO ACT AS THE AGENTS
ON BEHALF OF THE CITY OF ALAMEDA TO THE STATE IN ALL
MATTERS PERTAINING TO THE HAZARD MITIGATION GRANT
PROGRAM, PROJECT #845 -63 -116, FOR 2264 SANTA CLARA AVENUE
(CARNEGIE LIBRARY)
WHEREAS, on November 28, 1988, a Notice of Categorical Exemption (Section 15301,
Existing Facilities) was filed with the County of Alameda stating that all work on 2264 Santa Clara
Avenue would be done in accordance with the Secretary of the Interior's Standards for
Rehabilitation; and
WHEREAS, on February 7, 1990, Council approved Resolution No. 11930, designating the
Public Works Director, the City Manager, and the Fire Chief to act as agents on behalf of the City
of Alameda to the State in all matters pertaining to natural disaster assistance; and
WHEREAS, on October 25, 1990, the City of Alameda applied for a Hazard Mitigation
Grant for the seismic rehabilitation of the Carnegie Library; and
WHEREAS, on February 27, 1997, the State of California, Governor's Office of Emergency
Services gave approval for the Carnegie Library retrofit project; and
WHEREAS, on August 25, 1998 a Memorandum of Understanding was signed; and
WHEREAS. o_r March 7, 1999, the State of California, Governor's Office of Emergency
Services requested the City of Alameda to submit a new resolution for authorized agents by title.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Alameda that
the Deputy Public W oaks Director, or Public Works Director, or City Manager or his/her designee
is hereby authorized to execute for and on behalf of the City of Alameda, a public entity established
under the laws of the State of California, this application and to file it in the Office of Emergency
Services for the purpose of obtaining certain federal financial assistance under P.L. 93 -288, as
amended by the Robert T. Stafford Disaster Relief and Emergency Assistance Act of 1988, and/or
state financial assistance under the. Natural Disaster Assistance Act.
BE IT FURTHER RESOLVED that the City of Alameda, a public entity established
under the laws of the State of California, hereby authorizes its agents to provide to the State Office
of Emergency Services for all matters pertaining to such state disaster assistance the assurances and
agreements required.
I, the undersigned, hereby certify that the foregoing Resolution was duly and regularly
adopted and passed by the Council of the City of Alameda in regular meeting assembled on
the 6th day of July , 1999, by the following vote to wit:
AYES: Councilmembers Daysog, DeWitt, Johnson, Kerr and
Mayor Appezzato - 5.
