CITY OF ALAMEDA RESOLUTION NO. 13156
ADOPTING THE CITY OF ALAMEDA
DEFICIENCY PLAN STATE ROUTE 260 (POSEY TUBE) TO I -880
WHEREAS, the 1997 Congestion Management Program states that a Level of Service
Standard "E" or better is required for all roadways identified as the Congestion Management
Program network; and
WHEREAS, State Route 260 (Posey Tube from the City of Alameda) to the I -880
northbound on -ramp is included in the Congestion Management Program network for Alameda
County; and
WHEREAS, the 1998 Level of Service Monitoring on the Alameda County
Congestion Management Program Network identified the SR 260 connector at Level of Service "F ",
thus failing to meet the Level of Service Standard; and
WHEREAS, the Level of Service remained at "F" after all statutory allowable
exemptions were considered; and
WHEREAS, the Congestion Management Program statute states that a deficiency
plan with all the mandatory elements shall be required if the level of service standard is not met; and
WHER.EAS, the SR 260 connector is located within the City of Oakland which has
lead responsibility for preparation of the deficiency plan; and
WHEREAS, the Congestion Management Program requires a jurisdiction to
participate in the preparation of a deficiency plan if it contributes ten percent (10 %) of the capacity
of the roadway; and
WHEREAS, the cities of Alameda and Berkeley meet the above threshold
requirement and are thereby required to participate in the preparation of the SR 260 Deficiency Plan
and adopt such plan at a noticed public hearing; and
WHEREAS, adoption and implementation of the deficiency plan is required in order
to be found in conformance with the Congestion Management Program; and
WHEREAS, the I- 880Broadway /Jackson Interchange and related improvements have
been shown to correct operational deficiencies, reduce traffic conflicts, improve bus access and travel
time and improve safety; and
WHEREAS, the I- 880Broadway /Jackson Interchange and related improvements
from the basis for the deficiency plan; and
WHEREAS, the I- 880Broadway /Jackson Interchange and related improvements are
included in the Countywide Transportation Plan adopted by the Alameda County Congestion
Management Agency Board on August 6, 1998 and revised on May 27, 1999; and
WHEREAS, the funds for environmental and preliminary engineering have been
approved for funding and those activities are currently underway; and
WHEREAS, the Deficiency Plan for SR 260 meets all statutory requirements.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of
Alameda adopts the SR 260 Deficiency Plan.
BE IT FURTHER RESOLVED that the City Council acknowledges that
implementation of the deficiency plan will be monitored at least biennially as required by state law
and that the schedule and progress for implementation of the plan will be considered as part of the
annual conformity requirements for the congestion management program.

adopted and passed by the Council of the City of Alameda in regular meeting assembled on
the 2nd day of November , 1999, by the following vote to wit:
