CERTIFYING THE FINAL ENVIRONMENTAL IMPACT REPORT FOR THE
REUSE OF NAVAL ` AIR STATION ALAMEDA AND THE FLEET
INDUSTRIAL SUPPLY CENTER, ALAMEDA ANNEX AND FACILITY (STATE
CLEARINGHOUSE #96022105)
WHEREAS, in 1990, the Defense Base Closure and Realignment Act established a
commission and process to close and realign U.S. military bases, nation -wide; and
WHEREAS, the Base Realignment and Closure Commission recommended the closure of
Naval Air Station Alameda (NAS Alameda) in 1993 and the Fleet and Industrial Supply Center,
Alameda Annex and Facility (FISC Alameda) in 1995; and
WHEREAS, during 1994 and 1995, the Alameda Reuse and Redevelopment Authority
(ARRA) developed the NAS Alameda Community Reuse Plan (CRP), a mixed use, transit- oriented
proposal that includes both NAS Alameda and FISC Alameda; and
WHEREAS, in January of 1996, the CRP was adopted by ARRA and accepted by City of
Alameda; and
WHEREAS, the City issued a Notice of Preparation (NOP) on February 28, 1996; and
WHEREAS, in 1996 the City and Navy conducted an extensive scoping process to identify
potential environmental issues and concti-ns that would be raised by disposal and reuse of NAS
Alameda and. FISC .Alameda including placing notices in local newspapers, conducting a public
meeting, and asir.g direct mail; and
WHEREAS, the City creulated a notice and held a public hearing on the adoption of baseline
analysis to be used in the preparation of the Environmental Impact Report (EIR); and
WHEREAS, the City issued an amended NOP on March 2, 1999; and
WHEREAS, a Draft Environmental Impact Report (May 1999) was circulated for public
comment between May 21, 1999 and July 6, 1999; and written and oral comments were received;
and
WHEREAS, written responses were prepared addressing all significan t environmental issues
raised by commentors during the public review period and published as the EIR Response to
Comments Addendum (March 2000), incorporated by reference into this document; and
WHEREAS, the Final EIR, consisting of the Draft EIR and EIR Response to Comments
Addendu , was made available to the public on March 3, 2000 for a ten -day public review; and
WHEREAS, the Planning Board held a public hearing on this Final Environmental Impact
Report on March 13, 2000, examined pertinent maps and documents, considered the testimony and
written comments received; and
WHEREAS, the Planning Board recommended that the City Council certify the Final
Environmental Impact Report; and
WHEREAS, the City Council held a public hearing on this Final Environmental Impact
Report on March 21, 2000, examined pertinent maps and documents, considered the testimony and
written comments received; and
WHEREAS, the City Council has made the following findings:
1 The Final Environmental Impact Report has been independently reviewed by the City
Council,
2. The Final Environmental Impact Report reflects the independent judgment of the City of
Alameda and has been circulated for public review, and
3. The Final Environmental Impact Report has been completed in compliance with the
California Environmental Quality Act.
NOW, THEREFORE BE IT RESOLVED that the Council of the City of Alameda hereby
certifies the Final Environmental Impact Report for the Reuse of Naval Air Station Alameda and the
Fleet Industrial Supply Center, Alameda Annex and Facility with one modification:

"Sensitive air quality receptors in surrounding areas include the private residential areas
south of Atlantic Avenue and east of Main Street, the College of Alameda located at Webster
and Atlantic Avenue and in particular the day care facility which is located at the comer of
Fifth Street ano Atlantic Avenue, the Kiddie Campus, a cooperative child care center at
Second and Pacific Avenue, Woodstock Elementary School located at Third Street and
Atlantic Avenue, Chipman Middle 2chool located at Poggi Street and Pacific Avenue, and
Encinal High School located off Central Avenue."
I, the undersigned, hereby certify that the foregoing Resolution was duly and regularly
adopted and passed by the Council of the City of Alameda in regular meeting assembled on
the 21st day of March , 2000, by the following vote to wit:
AYES: Councilmembers Daysog, DeWitt, Johnson, Kerr and
Mayor Appezzato - 5.
NOES: None.
