APPROVING THE SALE OF LAND AT THE FORMER ALAMEDA FLEET INDUSTRIAL
SUPPLY CENTER AND ANNEX (FISC) AND THE EAST HOUSING PORTION OF THE
FORMER NAVAL AIR STATION ALAMEDA BY THE COMMUNITY IMPROVEMENT
COMMISSION PURSUANT TO A DISPOSITION AND DEVELOPMENT AGREEMENT
WHEREAS, the Project is a mixed use development which will include up to 500 single
family homes, 1.3 million square feet of commercial office and research and development
facilities, a multi - family residential project, an eight -acre school site, approximately 16 acres of
public open space, 2 acres of private open space, and various infrastructure improvements
including new roadways and new or upgraded utility systems.
WHEREAS, the project site is located south of the Oakland - Alameda Estuary, west of
Mariner Square commercial area, west and north -west of the College of Alameda and Atlantic
Avenue, and east of Main Street. The site includes the former Alameda Fleet Industrial Supply
Center and Annex and Naval Air Station Alameda East Housing.
WHEREAS the sale of the property is consistent with the Alameda NAS Community
Reuse Plan and the City of Alameda General Plan as well as the Community Improvement Plan
of the Alameda Point Improvement Project (APIP), Community Improvement Plan of the
Business and Waterfront Improvement Project (BWIP), and the Community Improvement Plan
of the West End Community improvement Project (WECIP).
WHEREAS, pursuant to §33433 of the Community Redevelopment Law of the State of
California (Health and Safety Code Section 33000 et seq.), a special report summarizing the
DDA was prepared and available for public review on May 17, 2000, together with a copy of the
DDA, 14 days prior to this Public Hearing.
WHEREAS, as described in the §33433 Summary Report, the sale of the property will
assist in the elimination of blighting influences and the correction of environmental deficiencies
in all three Project Areas, including among others, obsolete and aged building types,
incompatible and uneconomic land uses, and inadequate or deteriorated public improvements,
facilities and utilities.
WHEREAS the sale of the property and is consistent with the Implementation Plans of
the APIP, BWIP and WECIP.
WHEREAS, the sale of the property will strengthen the economic base of the Project
Areas and the community by the installation of needed site improvements to stimulate new
commercial expansion, employment and economic growth.
WHEREAS the sale of the property will expand and improve the community's supply of
housing for low or moderate income persons as well as the supply of market rate housing.
WHEREAS, the consideration paid for the interest conveyed is not less than the fair reuse
value at the use and with the covenants, conditions and development costs authorized by the sale
as fully described in the §33433 Summary Report.
WHEREAS, the CIC has agreed to fund the demolition and construction of the backbone
infrastructure improvements. Pursuant to §33445 and §33421.1 of the Community
Redevelopment Law of the State of California (Health and Safety Code Section 33000 et seq.),
these public improvements are of benefit to the APIP, BWIP and WECIP. Furthermore, the CIC
has determined that there are no other reasonable means of financing these improvements than
with the use of CIC funds and that the use of funds for the improvements will assist in the
elimination of blighting conditions on the property within the APIP, BWIP and WECIP, as
described in the §33433 Summary Report.
WHEREAS, the use of CIC funds is consistent with the Community Improvement Plans
adopted for the APIP, BWIP and WECIP and is necessary to accomplish the purpose of the
respective redevelopment plans.
WHEREAS, on May 13, 2000, the Planning Board of the City of Alameda recommended
approval of: 1) General Plan Amendments to: a) the General Plan Diagram, b) amend figure 7 -1
and 7 -2, policies 2.9a, 2.9c, 3.2b and 7.2a and associated text, and c) amend Figure 7 -1, Table 7-
1 and associated text of the Housing Element; 2) Findings of consistency between the proposed
amendment to the Business and Waterfront Improvement Project (BWIP) and the General Plan,
as amended; 3) a rezoning from M -2 -G, General Industrial District with a (G) and R -4 -G,
Neighborhood Residential with a Special Government Combining Overlay (G) to MX, Mixed
Use Planned Development; 4) a Master Plan to provide conceptual approval of the Project
including a mix of residential, office, research and development, parks, open space and limited
retail uses and site for'rmhi- family residential development and a school; 5) a Development
Agreement pursuant to California Government Code §65864 et. seq that vested the permitted
uses of the Project site, the density and intensity of use, the maximum height and size of
proposed buildings, provisions for the reservation of land for public purposes, the provision and
financing of public improvements and other terms of development; and 6) a Final Environmental
Impact Report, Findings of Overa iding Consideration, and a Mitigation and Monitoring and
Reporting Program pursuant to California Environmental Quality Act.
WHEREAS, on May 22, 2000 the Planning Board recommended approval of: 1) a Parcel
(Disposition) Map that divides the project site into parcels that can be transferred from the City
to the Catellus Development Corporation in phases; and 2) a Tentative Map for the subdivision
and improvement of the public and private parcels within the residential portion of the site.
NOW, THEREFORE, BE IT RESOLVED that City Council approves of the sale, by the
Community Improvement Commission, of the Certain Real Property at the Fleet Industrial
Supply Center and the East Housing Portion of Founer NAS Alameda, and specifically any such
property which may be acquired now or in the future with the direct or indirect use of tax
increment funds.

adopted and passed by the Council of the City of Alameda in special meeting assembled on
the 31st day of May 2000, by the following vote to wit:
