AUTHORIZING APPLICATION FOR A TRANSPORTATION COMMUNITY AND
SYSTEM PRESERVATION (TCSP) GRANT FOR SMART- GROWTH TRANSPORTATION
IMPLEMENTATION PLAN INTEGRATING MILITARY REUSE AND COMMUNITY AND
DEVELOPMENT CONVERSION STRATEGIES
WHEREAS, the Transportation and Community and Systems Preservation Pilot Program
is a comprehensive initiative of research and grants to investigate the relationships between
transportation and community and system preservation and private sector -based initiatives; and
WHEREAS, States, local governments, and metropolitan planning organizations are
eligible for discretionary grants to plan and implement strategies improve the efficiency of the
transportation system; reduce environmental impacts of transportation; reduce the need for costly
future public infrastructure investments; ensure efficient access to jobs, services, and centers of
trade; and examine private sector development patterns and investments that support these goals;
and
WHEREAS, a total of $120 million is authorized for this program for the fiscal years of
1999 -2003; and
WHEREAS, zero emission vehicles and near -zero emission vehicles are a key element of
California's plan for attaining health -based air quality standards; and
WHEREAS, the City of Alameda (City) desires to enter into an agreement with the
Federal Government for the development of this project as specified in the grant application; and
WHEREAS, procedures established by the City require the grant application to be
certified by resolution; and
WHEREAS, the City will submit a grant application to the Department of Transportation
(DOT) for the Transportation, Community and System Preservation Pilot Program (FY 2002-
2003) for a project entitled Smart- Growth Transportation Implementation Plan Integrating
Military Base Reuse and Community Development Conversion Strategies; and
WHEREAS the City Council of the City of Alameda established PTC to address
immediate and long -term transit planning concems; and
WHEREAS, the PTC has requested that the City Council adopt a resolution supporting
the Grant Application for the TCSP which proposes to implement the electric vehicle portion of
the Long Range Transit Plan; and
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Alameda that the
City supports the proposed Grant Application for TCSP.
BE IT FURTHER RESOLVED that the City Council of the City of Alameda hereby
authorizes the City Manager or his or her designee to file a Grant Application with the DOT for
$438,000 with the City providing a local match of $80,000 using Measure B funds. Additional
local matching contributions may be provided from developer fees and in -kind services.
