AUTHORIZING AN ADVANCE OF FUNDS FROM THE GOLF COURSE
ENTERPRISE ACCOUNT TO THE ALAMEDA REUSE AND
REDEVELOPMENT AUTHORITY FUND
WHEREAS, the Alameda Reuse and Redevelopment Authority ( "ARRA ") was duly
organized pursuant to a Joint Exercise of Powers Agreement, dated as of April 5, 1994, and
amended on February 2, 2000, by and between the City and the Community Improvement
Commission of the City of Alameda, for the purpose of acquisition from the U.S. Navy and
economic redevelopment of the former Alameda Naval Air Station ( "NAS ") property, now known
as Alameda Point; and
WHEREAS, the NAS Community Reuse Plan prepared for and adopted by the ARRA in
January, 1996, presents the Northwest Territories Open Space/Recreation Area (which is a portion
of Alameda Point) as an area available for development for recreation uses, including, but not limited
to, a golf course, club house and supporting retail multi -use supporting uses; and
WHEREAS the ARRA is currently the lessee under a Lease in Furtherance of Conveyance
of the Northwest Territories; and
WHEREAS, In July, 1998 the ARRA completed a study to determine the feasibility of
developing a municipal golf course in the Northwest Territories of Alameda Point; and
WHEREAS, the City of Alameda, under the advice and guidance of the Alameda Golf
Commission, owns and operates the Chuck Corrica Golf Complex, a municipal golf course and
maintains a Golf Course Enterprise Account; and
WHEREAS, on November 4, 1998, ARRA requested the Golf Commission to research the
best possible direction to take in developing the a municipal golf course at Alameda Point; and
WHEREAS, on September 20, 2000, the Golf Commission unanimously recommended that
ARRA continue to work on developing the initially- conceived 18 hole golf course and furthermore
recommended that the City loan ARRA $300,000 from the Golf Course Enterprise Account for the
purpose of assisting financing predeveloprnent activities for the Alameda Point Golf Course and
Conference Center, to be repaid as soon as other funding becomes available through project
financing; and
WHEREAS, the ARRA, in conducting predevelopment activities leading to the development
of a municipal golf course is performing a public function of the City and may have access to
services and facilities of the City; and
WHEREAS, expenditures related to predevelopment activities of a future, potentially
municipally owned and operated golf course are a legitimate expenditure of Golf Course Enterprise
funds; and
WHEREAS, on November 15, 2000, ARRA directed staff to undertake predevelopment
activities for development of an 18 -hole championship golf course, hotel, conference center and spa
on 214.5 acres in the Northwest Territories of Alameda Point; and
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Alameda
hereby advances to ARRA, and directs and authorizes the Finance Director of the City to establish
a budget encumbrance for City obligations under this advance in the amount of $300,000, principal
only to be repaid as soon as other funding becomes available through project financing.
I, the undersigned, hereby certify that the foregoing Resolution was duly and regularly
adopted and passed by the Council of the City of Alameda in a regular meeting assembled on the 6th
day of March, 2001, by the following vote to wit:
AYES: Councilmembers Daysog, DeWitt, Johnson, Kerr and
Mayor Appezzato - 5.
NOES: None.
ABSENT: None.
ABSTENTIONS: None.
