AUTHORIZING THE CITY MANAGER TO COMPLETE THE
BLOCK GRANT PROCESS FOR BLOCK GRANT FUNDS (FY 2001 -2002) TO THE
CALIFORNIA DEPARTMENT OF CONSERVATION, DIVISION OF RECYCLING
WHEREAS, the people of the State of California have enacted the California Beverage
Container Recycling and Litter Reduction Act that provides funds to cities and counties for
beverage container recycling and litter cleanup activities; and
WHEREAS, the California Department of Conservation's Division of Recycling has been
delegated the responsibility for the administration of the program within the State, setting up
necessary procedures for cities and counties or their designees under the program; and
WHEREAS, per Section 14581 (a)(4)(C) of the Public Resources Code, these funds may
not be used for activities unrelated to beverage container recycling or litter reduction; and
WHEREAS, each eligible participant which receives funds under Section 14581 (a)(4)(A)
and under these guidelines, shall maintain documentation of the actual amounts expended, by
applicable category of expense, for the operation of the beverage container recycling and/or litter
reduction activities specified on the Funding Request Form for each funding cycle. These
records shall be maintained in accordance with Title 14, Division 2, Chapter 5, Section 2085 of
the California Code of Regulations; and
WHEREAS, per Section 14581 (a)(4)(E) of the California Beverage Container Recycling
and Litter Reduction Act, the eligible participant must submit the Funding Request Form by the
due date and time in order to request funds from the Department of Conservation's Division of
Recycling.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Alameda
authorizes the City Manager to:
1. Submit the approved resolution authorizing the submittal of the Funding Request Form
to the Department of Conservation's Division of Recycling which establishes City of
Alameda's eligibility to receive block grant funds (FY 2001 -2002) in the amount of
$21,201.00.
2. Execute, in the name of the City, all necessary applications, contracts, payment requests,
agreements, and amendments hereto for the purposes of securing grant funds and to
implement and carry out the purposes specified in the grant application.
I, the undersigned, hereby certify that the foregoing Resolution was duly and regularly
adopted and passed by the Council of the City of Alameda in a regular meeting assembled on the
20th day of March, 2001, by the following vote to wit:
AYES: Councilmembers Daysog, DeWitt, Johnson, Kerr and
Mayor Appezzato - 5.
NOES: None.
ABSENT: None.
ABSTENTIONS: None.
