AUTHORIZING THE ESTABLISHMENT OF THE PARS RETIREMENT
ENHANCEMENT PLAN TO BE ADMINISTERED BY PHASE II SYSTEMS, PARS
TRUST ADMINISTRATOR FOR EXEMPT CITY EMPLOYEES
WHEREAS, it is determined to be in the best interest of the City of Alameda ( "CITY ") to
establish the PARS Retirement Enhancement Plan to provide retirement benefits for its employees
and their beneficiaries; and
WHEREAS, the CITY is eligible to be a member of the Public Agency Retirement System
(PARS), and provide to its' employees a governmental plan, qualifying under relevant sections of
the Internal Revenue Code and the California Government Code.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF ALAMEDA, DOES
F 1 RESOLVE, DECLARE, DETERMINE AND ORDER AS FOLLOWS:
1. The CITY Council, being a member of the PARS Trust, does hereby adopt
the PARS Retirement Enhancement Plan as part of the CITY Retirement
Program, effective May 3, 2001; and
2. The CITY's PARS Administrator is hereby authorized to execute the PARS
legal and administrative service documents on behalf of the CITY to
implement a PARS supplement plan to Ca1PERS. In addition, if the CITY's
PARS Administrator finds that the PARS supplemental plan benefit must be
limited under Section 415 of Internal Revenue Code, then the Plan
Administrator will implement replacement benefit programs at no additional
cost to the City; and
3. The City Council hereby appoints the Finance Director or his/her successor
or his/her designee, as CITY Administrator for PARS, and further authorizes
him/her to implement the Plans and to take whatever additional actions are
necessary to maintain the participation of the CITY in PARS and to maintain
PARS compliance with relevant regulations issued or as may be issued by the
Federal or State government or agencies.
I, the undersigned, hereby certify that the foregoing Resolution was duly and regularly
adopted and passed by the Council of the City of Alameda in a regular meeting assembled on the 3rd
day of April, 2001, by the following vote to wit:
AYES: Councilmembers Daysog, DeWitt, Johnson and
Mayor Appezzato - 4.
NOES: None.
ABSENT: Councilmember Kerr - 1.
ABSTENTIONS: None.
