ACKNOWLEDGING ASSISTANT CITY MANAGER,
COMMUNITY AND ECONOMIC DEVELOPMENT,
DAVID A. BERGER,
FOR HIS CONTRIBUTIONS TO THE
CITY OF ALAMEDA
WHEREAS, David A. Berger has had a long and distinguished career in local government, having
served as the Assistant City Manager of Hayward, the City Administrator of Piedmont, the City
Manager of San Bruno, the City Manager of Hesperia, the City Manager of Buena Park and most
recently, the Deputy City Manager and then the Assistant City Manager for Community and
Economic Development for the City of Alameda; and
WHEREAS, Dave Berger has made significant contributions to the City of Alameda in his three -
plus -year tenure, among those being:
In September 1999, Dave led the Alameda Point Financing Team in its effort to find gap
financing for operations and maintenance when Navy funding was ending. The Financing
Team issued a $10 million lease revenue bond which went to citywide and Alameda Point
projects.
Throughout 1999, Dave Berger supervised the team negotiating with the Alameda Point
Collaborative. As a result, the team was able to release claim of several acres from the East
Housing Site, allowing the entire area to be developed by Catellus.
In March 2000, Dave completed negotiations with the Catellus Development Corporation,
leading the way for the first development project of the former Navy property to begin.
In June 2000, Dave led the Economic Development Conveyance Team in executing a
purchase and sale agreement for Alameda Point. The Navy also transferred title for FISC
and East Housing properties to the City at that same time.
In February 2001, Dave Berger led the Catellus Settlement Team into a settlement agreement
with Renewed Hope and ArcEcology. This allowed the Catellus development project to
move forward.
NOW, THEREFORE, BE IT RESOLVED THAT the Mayor and Council are mindful that
individuals with Dave's talents and desire will ultimately wish to move on for professional growth
to a position of greater responsibilities and additional challenges, and in that spirit, wish to
acknowledge all of Dave's many accomplishments during his time in Alameda and wish to convey
to him and his family, all the very best for a long and rewarding career at his new post as the City
Manager of City of Union City.
I, the undersigned, hereby certify that the foregoing Resolution was duly and regularly
adopted and passed by the Council of the City of Alameda in a regular meeting assembled on the
20th day of November, 2001, by the following vote to wit:
AYES: Councilmembers Daysog, DeWitt, Johnson, Kerr and
Mayor Appezzato - 5.
