FINDING OF ADEQUATE ENVIRONMENTAL DOCUMENTATION FOR
PHASE 8, INFILTRATION /INFLOW CORRECTION PROGRAM
WHEREAS, the City of Alameda participated in the preparation of the East Bay
Infiltration/Inflow Correction Program, designed to correct problems in the sewer collection system;
and
WHEREAS, the East Bay Municipal Utility District prepared and certified a program level
Environmental Impact Report on the overall project in 1986; and
WHEREAS, the EIR described projects within the City of Alameda, evaluated their impacts,
and specified mitigation measures; and
WHEREAS, the projects in Phase 8 are consistent with those described and evaluated in the
program level EIR; and
WHEREAS, the program level EIR adequately describes the impacts of the projects in Phase
8 and includes adequate mitigation measures for these impacts; and
WHEREAS, the City of Alameda is committed to implementing these mitigation measures;
and
WHEREAS, there have been no substantial changes in the project as described in the
program level EIR, no substantial changes in circumstances, and no substantial new information
affecting the project.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Alameda that the
impacts of the sewer improvements included in Phase 8 of the Infiltration/Inflow Correction
Program have been adequately addressed in the 1986 program level EIR prepared and certified by
the East Bay Utility District, and that the City continues to be committed to the implementation of
the mitigation measures for these impacts identified in the EIR.
I, the undersigned, hereby certify that the foregoing Resolution was duly and regularly
adopted and passed by the Council of the City of Alameda in a regular meeting assembled on the
20th day of November, 2001, by the following vote to wit:
AYES: Councilmembers Daysog, DeWitt, Johnson, Kerr and
Mayor Appezzato 5.
