AUTHORIZING OPEN MARKET PURCHASE FROM ALLIED SWEEPERS, INC.
PURSUANT TO SECTION 3 -15 OF THE ALAMEDA CITY CHARTER
FOR PURCHASE OF "GREEN MACHINE"
SIDEWALK CLEANING EQUIPMENT
WHEREAS, the Park Street Business Association ( "PSBA ") has identified a need to
supplement existing street and sidewalk cleaning in the Park Street Business District in order to
support the City's ongoing revitalization efforts and help achieve clean and safe streets as set
forth in the general goal of the Alameda Downtown Vision Plan ; and
WHEREAS, a specialized piece of sidewalk sweeping equipment which disinfects as it
sweeps and which operates at lower decibels to avoid disturbing residents, merchants and
shoppers, is desirable to supplement the street and sidewalk cleaning in the Park Street Business
District; and
WHEREAS, this specialized sidewalk sweeping equipment, known as a "Green
Machine," is distributed exclusively by Allied Sweepers, Inc., at a cost of less than $36,000,
including a storage trailer, service contract (for maintenance) and training for an operator; and
WIIEREAS, Section 3 -15 of the City Charter provides that the City Council, by four
affirmative votes, can authorize an open market purchase if it determines that the materials or
supplies can be purchased at a lower price in the open market; and
WHEREAS, the City Council has determined that all other practical alternatives were
examined and that the "Green Machine" is the best option available to the City of Alameda at
this time which can be purchased at the lowest price available through an open market purchase
directly from Allied Sweepers, Inc., the exclusive distributor of the equipment.
NOW THEREFORE, BE IT RESOLVED by the City Council of the City of Alameda
that pursuant to Section 3 -15 of the City Charter and by four votes, the City Council hereby
approves the open market purchase of the "Green Machine" sidewalk cleaning equipment from
Allied Sweepers, Inc.
I, the undersigned, hereby certify that the foregoing Resolution was duly and regularly
adopted and passed by the Council of the City of Alameda in a regular meeting assembled on the 4th
day of December, 2001, by the following vote to wit:
