AMENDING MASTER FEE RESOLUTION NO. 12191
BY INCREASING VARIOUS
CHUCK CORICA GOLF COMPLEX RATES
WHEREAS, the Alameda Municipal Code and the California Government Code
provide that the City Council may set fees for reasonable cost of providing various services by
resolution; and
WHEREAS, the City Council, at the August 27, 1991 Special City Council meeting
directed staff to amend the Alameda Municipal Code to reflect that City fees shall be set by City
Council resolution; and
WHEREAS, Resolution No. 12191 (Master Fee Resolution), as amended codifies
existing fees for various City services and permits; and
WHEREAS, at the November 27, 2001 meeting of the Golf Commission, fee
L increases were discussed and approved by the Golf Commission; and

WHEREAS, the Golf Commission used the Consumer Price Index (CPI) as an

WHEREAS, the fee increases will enable the Chuck Corica Golf Complex to

the upcoming year.

NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Alameda that
Master Fee Resolution No. 12191 be amended by increasing various Chuck Corica Golf Complex
Rates, attached hereto as Attachment A.
BE IT FURTHER RESOLVED that the increases shall become effective January 4,
2002.
BE IT FURTHER RESOLVED that all fees established by Master Fee Resolution
No. 12191 and amended by Resolution No. 12800, adopted July 2, 1996, Resolution No. 12942,
adopted November 18, 1997, Resolution No. 13082, adopted January 5, 1999, Resolution No. 13167,
adopted January 4, 2000, and Resolution No. 13298, adopted December 19, 2000 which are
inconsistent with the fees established by this Resolution are hereby repealed.

RE: Recommendation Amending Master Fee Resolution No. 13298 by Increasing Various
Chuck Corica Golf Complex Rates
BACKGROUND
Each year the Golf Commission discusses and reviews possible fee changes for the Chuck Corica
Golf Complex. Revisions are made and approved by the Golf Commission before being presented
to City Council for final approval. Various fee changes were discussed at the November 7, 2001
Golf Commission Work session and approved at the November 27, 2001, Adjourned Regular
Meeting of the Golf Commission. The fee increases discussed and approved by the Golf
Commission are included as an attachment to this report.
DISCUSSION
The Commission voted unanimously to increase daily green fees on the Jack Clark, Earl Fry and Mif
Albright Golf Courses. In addition the Golf Commission increased the Golf Tournament rates, golf
cart rental, Driving Range fees and monthly tickets. The Golf Commission used the Consumer Price
Index (CPI) as an indicator for the fee increases. The use of the CPI for the Bay Area annually was
approved in 1998 to act as an indicator for the increases at the Golf Complex. Golf course fees have
been calculated based on a formula of 100% nonresident, 75% resident and 60% resident senior. The
CPI for the San Francisco Bay Area has seen an increase of 6.7% during the period from June 2000
to June 2001. Attached is the proposed Complex fee schedule representing an increase of
approximately 6.7% and a Green Fee Comparison Survey for the Bay Area. The increase will enable
the Chuck Corica Golf Complex to continue the current service level and ensure that Capital
Improvement Projects (CIP's) stay on schedule for the upcoming year.

BUDGET /FINANCIAL IMPACT
The increases will become effective January 4, 2002. As a result, approximately $600,000.00 to
$700,000.00 in surplus revenue will be generated over the next fiscal year. This revenue will be used
for the funding of needed Capital Improvement Projects at the Chuck Corica Golf Complex such as
the Clubhouse Remodel Project and the Entryway Beautification Project.
RECOMMENDATION
It is recommended that Council approve the resolution for various fee increases.
