AUTHORIZING THE CITY MANAGER TO SECURE AND IMPLEMENT
ALAMEDA COUNTY TRANSPORTATION IMPROVEMENT AUTHORITY
MEASURE B PARATRANSIT FUNDING FOR FISCAL YEAR 2002 -2003
WHEREAS, under the federal Americans with Disabilities Act (ADA), public transit
operators are required to provide specialized transportation services, known as paratransit, for
qualified disabled individuals within the transit agency's service area; and
WHEREAS, the paratransit services provided by the public transit operators are mandated
by law to be equivalent to the existing services provided by busses but does not provide specialized
needs service; and
WHEREAS in past years the City has contracted with ATC Paratransit, the transportation
broker for the East Bay Paratransit Consortium, to provide specialized needs (non- mandated)
Paratransit services to eligible individuals in the past; and
WHEREAS, the City proposes to renew the contract with ATC - Paratransit, for a one -year
period, to provide services including subscription group trips, discretionary immediate transportation
for applicants during the 21 -day ADA certification period, and transportation to Alameda residents
living beyond the fixed -route public transportation area, set by AC Transit buses and BART trains;
and
WHEREAS, the City will also provide other contracted services for limited same day
emergency travel, transportation for senior group trips, a scholarship program, and continued
outreach and education, as well as conduct a needs assesment for future services.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Alameda
authorizes the City Manager to:
1. Submit a funding application to the Alameda County Transportation Improvement Authority,
Paratransit Coordinator, in the amount of $140,00 for Fiscal Year 2002 -2003.
2. Execute, in the name of the City, all necessary contracts, payments, agreements and
amendments hereto for the purposes of carrying out all services specified in the grant application.
I, the undersigned, hereby certify that the foregoing Resolution was duly and regularly
adopted and passed by the Council of the City of Alameda in a regular meeting assembled on the 215`
day of May, 2002, by the following vote to wit:
