AUTHORIZING OPEN MARKET PURCHASE OF
SIX POLICE VEHICLES FOR THE POLICE DEPARTMENT
WHEREAS, there are funds available in the FY 2002 -2003 police equipment
replacement fund for purchase of six new police vehicles; and
WHEREAS, the 2002 Ford Crown Victoria meets or exceeds all of the 2002 California
Highway Patrol (C.H.P.) specifications as bid by the State of California, General Services
Administration (Contract # 1- 02- 23 -14); and
WHEREAS, although the State General Services Administration, through a competitive
bid process, has selected a vendor to supply the vehicles at a cost of $27,835 each, the City has
found a vendor on the open market which can supply the same vehicles at a c ost of $26,503 each,
at a total savings of $7,992 for the six vehicles; and
WHEREAS, this vehicle is the best option for police class equipment available to the
City at this time and can be obtained at a considerable savings to the City through this open
market purchase; and
WHEREAS, Section 3 -15 of the City Charter provides that the City Council, by four
affirmative votes, can authorize an open market purchase if it determines that the materials or
supplies can be purchased at a lower price in the open market; and
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Alameda that
pursuant to Section 3 -15 of the City Charter, the Police Department, in cooperation with the
Finance Director, is hereby authorized to purchase six (6) Ford Crown Victoria, C.H.P.
specifications, vehicles from Film Vehicle Services.
I, the undersigned, hereby certify that the foregoing Resolution was duly and regularly
adopted and passed by the Council of the City of Alameda in a regular meeting assembled on the 6th
day of August, 2002, by the following vote to wit:
AYES: Councilmembers Daysog, DeWitt, Johnson, and
Mayor Appezzato 4.
NOES: None.
ABSENT: Councilmember Kerr -
ABSTENTIONS: None.
