AUTHORIZING OPEN MARKET PURCHASE FROM MOX SYSTEMS
FOR A GOLF MANAGEMENT SYSTEM FOR THE
CHUCK CORICA GOLF COMPLEX
PURSUANT TO SECTION 3 -15 OF THE CITY CHARTER
WHEREAS, the computerized golf management system at the Chuck Corica Golf
Complex is no longer dependable; and
WHEREAS, recent malfunctioning of the system resulted in delays in purchases, rentals
and reservations; and
WHEREAS, a consultant advised that future malfunctioning is imminent, which would
result in loss of revenue; and
WHEREAS, there are funds available in the FY 2002/2003 Golf Department budget for the
purchase of a golf management system; and
WHEREAS, Mox Systems is the only vendor that can provide local support staff for
immediate on -site assistance should any problem arise; and
WHEREAS, the delay required for formal competitive bidding presents a risk that a
malfunction would occur and revenue would be lost; and
WHEREAS, the City Council has determined that all other practical alternatives were
examined and that great necessity or emergency requires immediate action; and
WHEREAS, Section 3 -15 of the City Charter provides that the City Council, by four
affirmative votes, can authorize an open market purchase if it determines that great necessity or
emergency requires immediate action.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Alameda that
pursuant to Section 3 -15 of the City Charter, and by four affirmative votes, the City Council hereby
authorizes the open market purchase of a golf management system for the Chuck Coricia Golf
Complex from Mox Systems at a total cost of $44,667.
I, the undersigned, hereby certify that the foregoing Resolution was duly and regularly
adopted and passed by the Council of the City of Alameda in a regular meeting assembled on the 20th
day of August, 2002, by the following vote to wit:
AYES: Councilmembers Daysog, DeWitt, Johnson, Kerr, and
Mayor Appezzato 5.
NOES: None.
ABSENT: None.
ABSTENTIONS: None.
